In the year 2048, the planet is gripped by a sweeping flood as climate change has driven much of the surface beneath rising seas. In the city-state of New Vatican, Cardinal Battaglia [Michael Mendl] believes that a legendary artifact—the so-called “scepter of Moses”—could part the waters and restore land to the planet. To pursue this bold aim, he reaches out to John Kubiac and his sons, Jack Kubiac and Thomas Kubiac. The Kubiac clan makes their living raiding sunken cities, seeking valuables lost beneath the waves, and they are drawn into a high-stakes mission: join Brother Fontana Peter Butler and Father Giacopetti Jeremy Crutchley aboard a submarine to locate the scepter and save the earth.
But powerful forces stand in their way. Nicholas Filiminov is a shrewd land dealer who has already engineered rising waters to seal off the remaining dry land. His ultimate plan is chilling: force survivors into floating communities, buy the submerged real estate for next to nothing, and then lower the water again to reclaim even more territory. To further his ambitions, he enlists the help of Giovanna Becker, Jack’s ex, to help hunt for the scepter and gain control over the new world’s geography.
Amid the political and financial intrigue, a waitress named Cara Elodie Frenck joins the Kubiac team as the ship’s mechanic. She quickly proves herself an indispensable ally, working closely with Jack Kubiac and Thomas Kubiac as danger mounts. Their bond deepens after their father is killed while resisting Filiminov’s men, a death that steels the siblings’ resolve and widens the stakes of the voyage.
Meanwhile, an unstable figure emerges in Father Giacopetti, who views the Rising as God’s punishment for humankind’s sins. His erratic interventions add a layer of religious fervor to the crisis, complicating the crew’s mission and casting doubt on the group’s path forward.
