Set in Chicago, the story begins with a tense scene in a basement stairwell opposite a theater, where an FBI operative watches a rival across the street as he prepares a trap for the notorious public enemy John Dillinger. A committed FBI agent then reflects on the bureau’s historic struggles against the Ku Klux Klan, organized crime syndicates, and Communist espionage.
