After several inner-city youths die from overdoses of drugs cut with rat poison, police officer Jack ‘Soldier’ Kelly Lorenzo Lamas arms himself with weapons saved from his Marine days and storms a local drug house, killing four dealers in the process. His bold action triggers arrest, but a lawyer’s insanity plea saves him from prison, and he is sent to an asylum overseen by Dr. Pierce Michele Scarabelli.
Inside the asylum, Torchy Ron Palillo leads a cast of oddball residents, including a neurotic computer programmer and a sex-addicted former televangelist, whose presence complicates Soldier’s bid to escape. The unlikely crew both helps and hinders his plan, delivering tense, darkly comic moments as they navigate the ward and scheme to take down the cartel from inside.
After discovering a secret route out, Soldier reconnects with his fast-talking inner-city ally, Speedboat Larry B. Scott, and teams up to mount further strikes on dealers, using his weapon-making skills. Their pursuit leads to a mansion that serves as the cartel’s headquarters, where they outmaneuver the guards and poison the crime bosses with tainted supply, crippling the operation.
Back at the asylum, Dr. Pierce Michele Scarabelli informs Soldier that he has been found not guilty by reason of temporary insanity for the earlier killings, and the motley crew around him celebrates the verdict.
