On a routine bus ride, a terrorist hijacks the vehicle and forces three everyday figures—a pharmacist, a police officer, and a janitor—into a brutal game: Rock, Paper, Scissors and Russian roulette. The rules are merciless, and the janitor Tetsu Katsurai loses the contest. The hijacker fires at Tetsu, sending the bus into a sudden, jarring stop. When the terrorist notices that Saki Fujimura has only one eye, remorse overtakes him, and he turns the weapon on himself. The resulting tragedy leaves Shingo humiliated and ashamed for not preventing the hijacking.

Months later, Shingo and Tetsu cross paths again. After enduring humiliation in the police force, and after Shingo saves Tetsu from the yakuza, the two decide to reclaim some sense of agency by starting a revenge-for-hire operation. They advertise their services by scribbling graffiti on bathroom walls. Their enterprise begins to draw clients, including a patient seeking revenge on a doctor for malpractice. Meanwhile, Saki Fujimura—still haunted by the hijacking—drifts into disillusionment and social withdrawal. She begins to plot her own retaliation against society by constructing a liquid bomb.
