
Mindy Chan (Andy Lau) is a top gambler and swindler. His girlfriend Lily (Christy Chung) and friend Ah Chi deal cards in the casino where the crook Lau and his mistress Mona (Anita Lee) frequent. Senior prison guard Chor Hung (Tony Leung Ka-Fai) becomes involved when Mindy and Ah Chi con Lau out of millions but are caught. Lau offers Mindy a deal: infiltrate prison, rescue the kidnapped Ah Chi and locate the $3 billion in bonds hidden by Robinson (Kwan Hoi-San).

Mandy Chin, Andy Lau, is a sharp poker player who outplays a table of heavy hitters in Lau’s casino, facing Inspector Chung Chor Hung Tony Leung Ka Fai and the rich Lau Yiu-cho Lau Kong, along with Singaporean gambler Chan Wah-lek. He cheats with the help of his girlfriend Lily Christy Chung Lai-Tai and his partner in crime, Gold Finger Chi Liu Kai-Chi, pulling in HK$6 million. The flamboyant win sets off a violent fallout, as Lau sends his henchmen after Mandy and Chi in a blistering car chase that ends with Mandy crashing their pursuers’ vehicles and triggering a spectacular explosion. The night escalates to a disco bar where Chung tries to seduce Lily, and after humiliating Chung, Mandy and Chi fight off several of Chung’s subordinates, sprint through the club, and finally corner Chung in an elevator to deliver a beating.
Mandy and Chi return home to a perilous scene: Lau and his mistress Mona Anita Lee Yuen-Wah hold Lily hostage, while Lau’s top henchman Pau breaks Chi’s leg. Lau, furious that Mandy conned HK$4 million from him, blackmails Mandy into entering prison to draw out his former subordinate, Robinson Shun Kwan Hoi-San, who siphoned HK$300 million in treasury bonds from Lau, promising a reward of HK$10 million if Robinson can disclose the bonds’ whereabouts within a month. Lily tries to push Mandy toward a sexual harassment arrest, but a judge’s ruling halts the case, so Mandy resorts to throwing his shoe at the judge to secure a one-month sentence for contempt of court and assault.
Inside prison, Chung hopes to torture Mandy, but Mandy protects himself by bribing inmates Kei, Big Eye Kwong Tommy Wong, and Crazy Bill for cover. Dinosaur Chan Chi-Fai, a henchman Lau had sent to interrogate Robinson, makes a bid to assault Robinson in the shower, only to be stopped by Mandy; Dinosaur later breaks Robinson’s leg. In the hospital, Robinson reveals Lau is his son-in-law who once worked for him, later betrayed him, and killed his daughter when she tried to recover the missing bonds. Robinson overhears Mandy’s plan and believes he’s a good man, urging Mandy to take Lau down and offering the bonds if he succeeds.
Convinced the bonds lie inside Lau’s villa, Mandy teams with Chung and schemes to win Mona over to gain access; Mandy even slips out of prison by hiding in the car of Turkey Chu Kingdom Yuen King-Tan, while Chung beds Mona in the bedroom of Lau’s late wife. Back inside, Chung and Mandy sneak into the villa as a chaotic party unfolds, and a riot erupts when Robinson tackles Dinosaur in the cafeteria. Mandy and Chung fend off Pau, escape from the prison with Robinson amid the turmoil, and Robinson reveals the bonds are hidden in a pillow on Lau’s wife’s bed—an item Chung had lain on earlier.
In a tense turn, Chung tries to claim the bonds for himself, but Mandy knocks him out and Buries the scheme. The trio then crash the engagement party, where Lau is confronted; Mandy arrives with a gun and shoots Lau, while Lily’s aid helps him lure Lau into killing Mona, leading to Lau’s eventual arrest. Robinson retrieves the bonds from a lizard cage, and the three men slip back into prison disguised as paramedics in an ambulance. Mandy is acquitted of the sexual harassment charge, and he hands Chung the HK$30 million check, which will be cashable only in 1997. The bonds are deposited in a Swiss bank to generate interest, and Mandy plans to travel the world with Lily for four years.
