In the heart of Tamil Nadu, a sudden and shocking disappearance shakes the political landscape when Arunmozhi Raja, the Chief Minister, vanishes without a trace after being summoned to meet Deputy Chief Minister Naanjilar Gunasekaran late at night. The meeting, shrouded in mystery, ignites a series of tense investigations, revealing deep political rivalries and dangerous underworld connections. As the CBI begins their inquiry, they zero in on Ameer, portrayed by kalaiyarasan, who works as a henchman for the feared crime boss AG Raavanan, alias AGR. Known for his ruthlessness and influence, AGR is also recognized as the sworn enemy of Naanjilar, intensifying the stakes in this perilous game of power and betrayal.

Faced with mounting pressure, Ameer finds himself surrounded by police forces. Rather than surrender, he chooses to end his life, committing suicide in a dramatic act of defiance. Meanwhile, undercover CBI officer Sakthivel, using the alias Guna, is dispatched into the underworld to gather critical evidence against AGR. His assignment begins under a tough cover, as he infiltrates Kareem Bhai’s criminal operation to earn his trust and uncover crucial links.

The story develops as Guna faces multiple challenges, including being betrayed and reassigned by Bhai to work directly for AGR. During this treacherous stint, he crosses paths with Selvin, a trusted confidant of AGR, with whom he initially clashes but gradually earns some degree of respect. Guna also rekindles the past when he encounters Leela Thompson, an ambitious Tahsildar and his former lover, who is actively fighting to stop AGR’s illegal sand-mining activities. Her courage and determination become crucial elements in exposing the criminal network.

A pivotal moment occurs when Guna successfully recovers a staggering ₹400 crore from a goods train, under the nose of a vigilant CVC team, earning the trust of Singha, AGR’s right-hand man played by madhu-guruswamy. As political tensions rise, Naanjilar manages to sway public opinion by persuading Ruby Fernandez, a notorious criminal and leader of the Fishermen’s Association, to contest against AGR’s candidate in a crucial by-election. This protest sparks violence, culminating in the arson of an old age home called Nesakaram, which Naanjilar blames on AGR, further escalating the conflict.

In a brutal act of retaliation, AGR beheads Ruby, deepening the cycle of violence and revenge. Leela, frustrated with AGR’s unchecked power, decides to challenge him directly by running in the same election. As the political battle intensifies, Guna finally confronts AGR after rescuing him from an assassination attempt orchestrated by Naanjilar. It is during this confrontation that Guna learns about Arunmozhi’s secret—they are the brother and sister of AG Raavanan, and Samudra, portrayed by anu-sithara, is AGR’s sister and Arunmozhi’s wife. Samudra harbors a deep grudge against her brother, complicating the emotional landscape of the story.

AGR then issues threats to Naanjilar, who vows to eliminate him. During the heated campaign for the by-election, Selvin notices Leela and Guna exchanging conversations and, suspecting loyalty shifts, breaks into Guna’s home. There, he discovers a pen-drive loaded with crucial evidence against AGR. As Guna watches surveillance footage, he sees Selvin get shot and killed—an act that initially leaves everyone suspicious of Guna himself. However, AGR proves his innocence, and the community begins to see him in a different light as they learn about his charitable activities funded by the profits of AGR’s illegal sand-mining operations.

AGR later uncovers that his trusted business manager, Sabari, played by kannan-ponnaiah, is actually the mole within his organization. Upon discovering that Sabari was responsible for murdering Selvin, informing the CVC team, and burning down Nesakaram under Naanjilar’s instructions, AGR brutally kills him in front of Guna. During this tense moment, Guna helps AGR and Samudra reconcile and witnesses Samudra forgiving her brother for the murder of her husband. AGR confesses to Guna that Arunmozhi had been bribed by a pharmaceutical company planning to unleash an epidemic under the guise of a vaccine. Enraged by the deception, AGR kidnaps and kills Arunmozhi, revealing the deep corruption fueling the chaos.

The story continues as Naanjilar and his men arrive to eliminate AGR. A fierce melee ensues, during which Singha is killed and Guna is shot, taking the bullet meant for AGR. AGR then ruthlessly kills Naanjilar in retaliation. With chaos unfolding, AGR is eventually captured after Guna records his confession and turns it over to the CBI. Yet, in a twist, Guna lies, claiming the evidence was destroyed when he was shot, leading the CBI chief** to bitterly remark that “your Sakthi has truly become AGR’s Guna.” Due to insufficient evidence, AGR is ultimately released, leaving many questions unanswered about justice and truth.

Throughout this turbulent saga, themes of loyalty, betrayal, political corruption, and familial ties intertwine, painting a vivid picture of power struggles in a complex web of crime and politics.
