The docks of New Orleans are controlled by Zero Saxon, a notorious racketeer. When Dan Corbett, a former naval officer hoping to start his own shipping venture, arrives in town, he takes a job working for Saxon to earn money, unaware of how deeply corrupt the operation is.
Longshoremen’s union representative Jack Petty and his girlfriend Alma Mae are impressed by Dan after he quickly neutralizes a drunken troublemaker harassing Alma Mae. They help arrange a position for him through Saxon’s dock manager, Joe Reilly, whose wife Marie Reilly invites Dan to dinner and introduces him to her brother, Scrappy Durant, a former prizefighter.
