
Set against New Orleans’ glamorous streets, sidewalk cafés, and Mardi Gras, northern lawyer John Reynolds travels to the city to break a criminal lottery syndicate. He meets Julie Mirbeau and they fall for each other, but her father runs the lottery, putting them on opposite sides. After her father is killed, Julie becomes drawn into the shady dealings, blocking Reynolds’ prosecution.

Yankee lawyer John Wayne as John Reynolds and Southern Belle Ona Munson as Julie Mirbeau meet and fall in love aboard a riverboat bound for New Orleans in the Gay Nineties. Upon arrival, they are greeted by Julie’s father, who runs the Louisiana State Lottery Company, and Reynolds’s aunt Helen Westley as Blanche Brunot, a vocal anti-lottery figure who believes Reynolds, in his role as State’s Attorney, should shut down the operation. General Anatole Mirbeau, portrayed by Henry Stephenson, is initially unaware of his aide Blackie’s protection rackets and the murders of lottery winners carried out by his army of thugs led by Cuffy Brown (played by Jack Pennick).
Unknown to General Mirbeau is his assistant Ray Middleton as Blackburn ‘Blackie’ Williams, whose empire leverages fear to keep the lottery running. The lottery also has informants inside Reynolds’s office, revealing every raid Reynolds plans and able to coerce judges and other officials through juicy brothels. The result is a tense, dangerous chess game between reformers and criminals, with Reynolds trying to dismantle the operation from within while Julie balances love with danger.
The battle expands from courthouse corridors to the wider city, as alliances shift and loyalties are tested amid a backdrop of social events, smoky parlors, and street-level corruption.
The climax arrives in a double catastrophe: a bolt of lightning striking a courthouse where a crucial trial unfolds, and a catastrophic break in the levees during torrential rains flooding New Orleans, turning the city into a perilous maze of rushing water and collapsing institutions.
Across these shifting loyalties, Reynolds and Julie must navigate personal danger and a broader dream of reform, their bond tested but not broken as the city reels from the storm.
