Kempegowda [Sudeep] is an honest SI stationed in the village of Rona in the Gadag district, where he keeps the peace with the help of his well-meaning but bumbling partner, Pashupathi [Sharan]. He hails from a family that runs provision stores, and though he dreams of joining the business, he honors his father’s wishes and wears the police uniform. Kempegowda’s approach to law and order blends non-violence with steady dialogue and mutual counseling; he reserves force for only the tightest moments, a restraint that earns him widespread respect, affection, and loyalty from the villagers. His work-life balance and ethical stance set him apart in a place where crime and pride sometimes collide, and his quiet resolve becomes a beacon for those who depend on him.

Into this pastoral equilibrium steps Mahadev [Girish Karnad], an industrialist from Bangalore who is also a friend of Kempegowda’s father. He arrives in Rona with Kavya [Ragini Dwivedi] and Divya, bringing a ripple of change to the landscape. Kavya initially reads as a prankster, notably when she teases her cousin by donning a tiger costume. During a village ramble, Kempegowda accidentally slaps Kavya, an act he promptly apologizes for, and Kavya is moved by his sincerity. What begins as a humorous misstep blossoms into a deep affection: Kavya confesses her love, and Kempegowda—though surprised—returns the feeling. Kavya’s warmth adds a personal layer to Kempegowda’s mission, threading romance into the fabric of village life.

Meanwhile, Aarumugam [P. Ravi Shankar], a Bangalore-based gangster renowned for extortion and kidnapping, has his own schemes that will collide with Kempegowda’s sense of duty. He must travel to Rona to sign a conditional bail after forcing a builder to suicide, but he sends a proxy to handle the formalities, provoking Kempegowda’s ire. The taunt is personal: Kempegowda demands Aarumugam sign in person, and Aarumugam arrives with a mix of bravado and fear. The village’s wholehearted devotion to Kempegowda makes retaliation difficult for Aarumugam, who then uses political influence to engineer Kempegowda’s transfer to Bangalore as a punitive lesson. In the new city, Kempegowda joins Magadi Road police station, where the atmosphere is tense and the fight against crime is complicated by power plays and hidden loyalties.

At Magadi Road, SI Bose’s distrust of Aarumugam’s crimes clashes with the realities of political protection, while Shankar—Kempegowda’s superior—operates under Mayil’s payroll and works to conceal and erase evidence. The police commissioner’s hands are tied by a lack of irrefutable evidence, and Kempegowda faces a hostile environment that seems designed to keep him quiet. Yet Kavya’s steadfast encouragement rekindles his resolve, and he makes bold moves: he arrests Vaikunta, Mayil’s brother, in a fake case of illegal alcohol smuggling, publicly shaking off Shankar’s protective cover. Aarumugam’s schemes take a darker turn when he abducts Divya for ransom, and Kempegowda’s courage shines through again as he rescues her, aided in an unexpected way by Home Minister Ashok Kheny. This pivotal moment helps Kempegowda see the larger criminal network and begins a chain of events that culminates in his promotion.

With the support of the broader police force, Kempegowda’s campaign against Aarumugam intensifies. He traces the roots of the kidnapping racket and rises to the rank of ACP of a specially formed Anti-Kidnapping Task Force. The shifting loyalties soften Mahadev’s stance toward Kempegowda, and he consents to Kavya’s hand in marriage, strengthening the personal stake in the battle against crime. The entire police establishment—about-face from initial skepticism—rallies to Kempegowda’s side as they close in on Mayil and dismantle Aarumugam’s network. They level a decisive strike against Aarumugam’s henchmen in a hospital encounter, but Mayil retaliates by striking at close colleagues, including Bose, who is hacked to death by Aarumugam. The danger escalates when Mayil abducts the daughter of the Tamil Nadu Home Minister, attempting to paralyze the investigation with a political hostage.

Aarumugam spins a ruse, telling Kempegowda he’s headed to Mangalore, while in truth they move toward Nellore, Andhra Pradesh. Kempegowda relentlessly pursues them to Gudur near Nellore, where he rescues the hostage and defeats Aarumugam in a final firefight. In the aftermath, Kempegowda resigns publicly during a felicitation ceremony and returns to Rona with Kavya by his side. The Home Minister’s presence hints at one last undercover operation in which Kempegowda willingly participates, signaling that his duty—and love—will continue to call him back to the fight.

Throughout, the cast’s extended circle enriches the world: Kavya’s mother Tara [tara], and Kavya’s grandparents, including Kavya’s grandfather [H. G. Dattatreya] and Kavya’s grandmother [Kishori Balal], provide family context and stakes for Kavya’s choices; Kempegowda’s own mother [Chitra Shenoy] offers quiet strength, while Kempegowda’s father [Ashok] remains a guiding memory. The film balances action and humor with a tapestry of relationships, always returning to the core idea that non-violence and principled courage, reinforced by community support, can reshape a village and challenge even the most entrenched criminal networks.
