In Bangalore, the police use torture on Jogi Shivaraj Kumar’s accomplices to wrench out his location, and the investigation narrows down to a belief that Jogi has moved to Dubai. After these accomplices are released, they meet Bhubaiyya and unleash a torrent of verbal abuse aimed at Jogi for his betrayal, laying bare the toxic web of loyalties and grudges that surround him.

In reality, Jogi exists under a new identity in Mumbai as Mahadeva, and he works as a servant in Vidya Nithya Menen’s house. Vidya’s marriage to an astrologer from Karnataka is arranged, and this man seems to vaguely recognize Jogi, triggering memories of the events that forced him to leave Bangalore. After his mother dies, Jogi continues to drift through life as a goon, but personal humiliations—by a doctor and through the sneers of his friends—push him toward a rethink: he understands that reentering the crime world would offer no second chance, so he leaves the city without telling anyone.

Driven by the unsettling presence of Vidya’s fiancé, Jogi resolves to depart Mumbai. Meanwhile, his fellow workers in Mumbai eliminate a gangster who had wrecked their lives and secretly relocate to a coastal region, intending to sail for Dubai. Jogi spots them on the beach and chooses to join their exodus. The coastal plan is interrupted when the police corner them, arrest Jogi, and transport him back to Bangalore. En route to the courtroom, Jogi learns Bhubaiyya has died in an accident, a blow that shatters him. In court he discovers that many people are eagerly awaiting his death, leaving him both puzzled and heartbroken. Vidya, who has fallen for Jogi, calls off her wedding and learns from her fiancé that Jogi has only six months to live. She travels to Karnataka to try to save him.

A lawyer helps Vidya prove Jogi’s innocence, and he is released from prison. Back on the streets, Jogi reassembles his former gang and resumes their illicit activities. After escaping an assassination attempt, he meets an elder figure who offers a clear explanation for Jogi’s earlier troubles: when Jogi left the crime world, Naidu and the syndicate recruited a new gangster, Appanna, to revive their operations—an act that painted Jogi as the scapegoat. The elder ultimately tracks Jogi down in Mumbai, and with the support of the police chief, helps bring him back. Bhubaiyya is killed by Appanna in the process.

These revelations shake Jogi, who then sets out to confront the syndicate leaders and pursue Appanna. He earns the people’s trust by solving their problems and earns a new title, Jogayya. With mounting gang violence, the Chief Minister orders a crackdown and a list of targets for encounters. Appanna’s mother pleads for mercy to spare her son, and though Jogi longs to kill Appanna, he chooses to help the mother. Appanna is killed by the police, and Jogi retaliates by targeting Naidu’s brothers with a police gun, driving Naidu to withdraw his support and plunging the government into a political crisis and elections.

Jogi contemplates running for office, only to be confronted by Vidya’s father, who reveals Vidya’s love for him. A search for Vidya leads to a brutal ambush by Jogi’s former Mumbai friends, but he survives and witnesses his attackers being eliminated by his own loyalists. Meeting the people gathered around him, Jogi learns that public sentiment—rooted in his acts of mercy and justice—helped inspire others to strike against Naidu’s circle and the wider mafia. This revelation prompts him to reconsider running in the election, and he reconciles with Vidya. In a stirring finale, the public pledge to elect only those who are truly capable, inspired by Jogi’s example and speech.
