Jeff Powers, Lou Diamond Phillips, is placed on probation after an incident in which his police tactics come under scrutiny. The event unsettles his colleagues and sets the stage for a career-defining choice.

A friend from the force, Max Alvarez, Stephen Root, invites him to join the Special Investigation Section, an elite and highly secretive LAPD unit designed to track and shut down high-profile criminals. Jeff quickly learns that the unit operates more like a rogue operation than a standard crime-fighting team.
