Inspector Zaid Ahmed Khan, Muzamil Ibrahim, is called to a mall scarred by a deadly bombing. Early evidence points to Sara Khan, Tulip Joshi as the suicide bomber, a claim Zaid cannot accept, insisting he had dropped his wife at a bus stop and that she could not be behind the attack. The case soon drags him into a tense collision with the Anti Terrorism Squad (ATS), as the ATS Chief Raj Mehra, Gulshan Grover, orders him off duty, even as Zaid clings to his belief in Sara’s innocence.
A troubling turn arrives when a DVD is mailed to Zaid’s home. The recording supposedly captures Sara’s dying testimonial, admitting responsibility for the bombing. Doubtful of such a confession, Zaid chooses to dig deeper instead of accepting the document at face value. He travels to speak with Sara’s grandfather, Saeed Noor Bux, Anupam Kher, who sheds a harrowing light on the family’s past. The elder man recounts how Sara’s father was framed and beaten by local police during an interrogation, ultimately dying in custody. The body is buried without transparency, and officials spin a cover story of flight to Pakistan and a verdict of terrorism.
When Saeed presses for accountability, he, Sara, and Sara’s brother are arrested; the police press them into signing a statement that they do not wish to investigate further. Refusal leads to a brutal act: nude videos of Sara are produced to coerce compliance. The siblings eventually turn to a maulvi, an Islamic scholar, who radicalizes them by promising a path to revenge through violence against non-Muslims. Sara is initially at the forefront, while her brother Daanish, who has been missing for a month, may soon join her path.
Horrified by the path of vengeance, Zaid pursues the truth and locates Daanish just as he stands ready to blow himself up. A confrontation with the maulvi’s men follows, and Zaid fights his way free, determined to stop the looming catastrophe. He chases Daanish to a railway station, where the young man is about to make a final call to his grandfather. Zaid’s unwavering resolve persuades Daanish that justice is possible, and the two share a powerful embrace as the urgency of the moment shifts.
Back at the precinct, Zaid’s rank is restored, and he returns to duty with a sharper sense of duty and a clearer understanding of the system’s failures. He explains to the senior officers how pressure, corruption, and a lack of lawful redress can breed the birth of terrorists, underscoring the need for accountability. The resolution sees the corrupt inspector arrested, and Saeed Noor Bux along with Daanish standing on firmer ground in the pursuit of justice, aided by Zaid’s insistence on truth and due process.
