Yet a personal thread tightens around Aditya when a panellist on the commission—once a close ally—uncovers a chilling motivator behind his killings: the murder of his daughter, Valli [Nivetha Thomas], which has sparked a ruthless spree and left the city questioning where justice ends and vengeance begins.

Past: A high-stakes mission sets the tone for Aditya’s mandate. He arrives in Mumbai to curb rampant drug trafficking and the exploitation of women, and in short order, his team rescues three kidnapped women, one of whom is Lilly [Nayanthara], the daughter of Maharashtra’s Deputy Chief Minister. The rescue becomes a seed for a sweeping campaign that zaps drug dealers and child traffickers from the streets, earning him both grudging respect and fierce opposition. Among those swept up is Ajay Malhotra [Prateik Babbar], the son of influential industrialist Vinod Malhotra [Nawab Shah]. When Vinod tries to bail him out, Aditya refuses, determined to extract Ajay’s testimony and uncover the deeper networks behind the operation. What follows is a maze of intrigue: Ajay appears to have a proxy in his place, a ruse that hints at a web of influence and corruption tying Vinod to the case.

The investigation takes a globe-trotting turn as Aditya learns that Ajay is holed up in Bangkok and that the Royal Thai Police have him on passport-fraud charges. In a twist that exposes the rot at the top, corrupt diplomats working for Vinod contrive to keep Ajay imprisoned in India, enabling his release back into a dangerous game. Undeterred, Aditya orders the proxy killed in what he calls self-defense and announces a public display of Ajay’s supposed corpse to send a message to those who’d shield him. The plan backfires when Ajay’s wake reveals a stark truth: Ajay is not Vinod’s son at all, but the son of Hariharan “Hari” Chopra [Suniel Shetty], a fearsome underworld kingpin thought to have vanished from the city’s bloodstream after a massacre that claimed the lives of seventeen police officers. Hari deploys a fresh wave of violence, scheming to erase witnesses by targeting the families of fallen officers and orchestrating a dangerous standoff at an old Mumbai Media complex owned by the ruthless Pramod Gupta. A daring raid unfolds, gunfire echoes through the building, and Gupta is captured—yet Hari slips away, confident that fear can bend the city to his will. The hunt culminates in a climactic confrontation as Hari lures Aditya to a hostage situation, where the safety of multiple families hangs in the balance.

In the final showdown, Aditya fights his hardest, using grit and skill to close the distance with Hari. A brutal knife strike ends Hari’s reign of terror, and as the dust settles, Aditya walks away from the wreckage of a city that has told him who he is, who he can be, and what it costs to hold onto justice.
