In the scorching summer of 1933, Kansas City was a powder keg waiting to ignite. Prohibition reigned supreme, and organized crime ruled the streets with an iron fist. Leon Coll (Tony Lo Bianco), the city's most notorious crime boss, held court from behind his curtain of corruption. But Primo Pitt (Rip Torn) had other plans - he was determined to be the top dog, no matter the cost.

One sultry evening, Police Lieutenant Speer (Clint Eastwood) stumbled upon a familiar face at a local cafe - Mike Murphy (Burt Reynolds), his former partner turned private eye. Their chance encounter quickly turned into a brawl with two rough-looking thugs, which only added fuel to the fire of Speer's long-standing suspicions about Murphy's agency. It seemed that rumors had been circulating about shady dealings going on behind closed doors.

The next day, at Murphy's office, his secretary Addy (Jane Alexander) - a woman who held a special place in both Speer and Murphy's hearts - delivered the news that would change everything. The thugs involved in the previous night's altercation were actually repo men. This revelation only further solidified Speer's conviction that something was amiss at Murphy's agency.

Meanwhile, Dehl Swift (Richard Roundtree), Murphy's partner, had been flaunting his newfound wealth and flaunting it around town. His girlfriend, Ginny Lee (Irene Cara), a sultry nightclub singer, had caught wind of Dehl's plans to double-cross Primo Pitt and sell Leon Coll's books back to him for a tidy sum. But things took a deadly turn when Dehl met with Coll at the local boxing match, unaware that he was walking into a trap.

As the night wore on, Speer found himself on a date with Addy when Dehl arrived, announcing his plans to sell out Pitt and regain control of the streets. Little did Dehl know, his loyalty would be tested in the most brutal way possible. His girlfriend, Ginny Lee, found herself held hostage by Pitt's goons, while Dehl met his untimely demise.

In the aftermath of this bloodshed, Speer was left to piece together the chaos at the morgue. He filled Murphy in on the gruesome details, only to be interrupted by Coll's men, who arrived with a message: they wanted their books back. But Pitt had other plans. With Caroline (Madeline Kahn) as his unwitting pawn, he paid Murphy a visit, demanding that he hand over the incriminating documents.

As the investigation unfolds, Speer (character name) uncovers a crucial link between Dehl's murder and Pitt's gun, prompting him to demand information about Ginny Lee's whereabouts. His goal: secure her testimony to unravel the mystery surrounding the missing books. However, Murphy has other plans; he secretly meets with Ginny Lee, not to gather evidence but to uncover Dehl's hidden stash of books, which he believes will lead him to Caroline, his kidnapped love interest (Caroline). In a clever twist, Murphy discovers that Dehl had stashed the incriminating documents in a boxing gym locker. Meanwhile, Pitt's men arrive, intent on capturing Ginny Lee; as she flees the scene, a car strikes her down.

With the books now in hand, Murphy concocts a plan to rescue Caroline from Pitt's clutches. However, his efforts are foiled when both Pitt's and Coll's (character name) henchmen converge at the same location. In the ensuing shootout, Speer arrives just in time to take control of the situation. As the dust settles, Murphy shares his concerns about Caroline with Speer, who agrees to join him on a mission to rescue her from Pitt's hideout.

Upon their arrival, they learn that Caroline is being held elsewhere and that the books also contain explosive information. A tense standoff ensues, culminating in Speer taking down Pitt in self-defense. With Pitt eliminated, Speer and Murphy extract valuable intel about Caroline's whereabouts – a brothel – and storm the premises to rescue her. Simultaneously, Coll has taken Addy (character name) hostage at her apartment; Speer and Murphy respond by gatecrashing the brothel and defeating Pitt's remaining henchmen.

As they make their escape with Caroline in tow, Coll appears, demanding the books and explosives. In a surprising turn of events, Murphy hands over the case containing both to Coll, who then drives off with his men – only to have the vehicle explode moments later.

The film concludes with Ginny Lee performing at her club, while Murphy enjoys a romantic evening with Caroline. Meanwhile, Speer is seen on a date with Addy. However, their tranquility is disrupted when Murphy and a group of rowdy patrons clash; after playfully spilling Speer's drink, Murphy goads him into an outdoor brawl. As the two former allies face off against each other, the screen fades to black, leaving their rivalry unresolved.
