Billy Turner, Judd Nelson, returns to Blue City, Florida after five years away, only to find himself in trouble after a bar altercation lands him behind bars. Soon after, he learns that his father, Jim Turner, the town’s mayor, was killed while he was gone. The news shakes the community, and the case appears unsettled. Chief Luther Reynolds, Hank Stone, tells Billy that the police never pinned the crime on a suspect, with Perry Kerch, the business partner of Jim’s widow Malvina, Anita Morris, emerging as the most plausible lead.
Driven by a stubborn sense of justice, Billy decides to investigate on his own. He reconnects with his old friend Joey Rayford, David Caruso, who initially refuses to help but is eventually drawn into the plan. Billy’s confrontation with Kerch confirms the sense that someone powerful is trying to keep Jim’s killer hidden, and Kerch’s men answer with brutal intimidation, beating Billy in a clear warning to back off.
Despite the danger, Billy presses on and recruits Joey to the cause. A difficult but growing bond forms between Billy and Joey, and Billy also crosses paths with Annie, who works at the police station, and who becomes part of the investigation. The dynamics among Billy, Annie, and Joey deepen as they begin to connect the dots surrounding Jim Turner’s murder and Kerch’s influence over the town’s underworld.
A raid on Kerch’s enterprise turns violent when Billy and Joey assault Kerch’s club, punching through the facade of legitimacy that Kerch has built. The assault provokes a relentless campaign from Kerch and Reynolds to force Billy out of town, but the three allies refuse to back down. In a moment that tests their loyalties, Billy gives Annie a ride home, and they begin a complicated and intimate relationship that adds a personal stake to the mission.
As Annie’s proximity to the police station gives the trio more access to information, the investigation intensifies. Billy, Joey, and Annie eventually lure Kerch and his enforcers to a motel for a confrontation that erupts into gunfire; Kerch’s men are killed, and Reynolds uses the moment to tighten his grip on the town and push Billy out for good. Billy is forced to leave, but not before learning that Joey has been shot and killed—news that hardens his resolve.
Billy returns for a final showdown at Kerch’s house. Reynolds appears, and in a brutal turn, kills Kerch and his followers. A violent clash between Billy and Reynolds follows, and Billy prevails, but the victory is tempered by Reynolds’s admission that he was the shooter who killed Jim Turner. The truth surfaces, the tension eases with law enforcement arriving, and the community begins to settle, though not without cost. In the end, Billy and Annie ride away on Billy’s motorcycle, leaving Blue City behind to forge a new path together while the memory of Jim Turner lingers in the air.
