In 1989, the town of Ranasthali becomes the backdrop for a young man’s pursuit of justice and a conflicted legacy. Bhagat Panigrahi, Nara Rohith, is determined to become an IPS officer, driven by a clear sense of duty and a dream of reforming a troubled system.

His father, Chandrasekhar Panigrahi, Sayaji Shinde, is a former Naxalite who returns home after twenty years, choosing to retire from the fight for society. He embodies a raw tension between revolutionary ideals and the quieter, sometimes more perilous path of rebuilding a life with his family. His return unsettles Bhagat, who must confront the possibility that even the most committed activists can step back from the front lines, especially after the tragedy of his mother’s death at the hands of a policeman. Still, Chandrasekhar’s visit also exposes Bhagat to a pragmatic line of thinking and the weight of legacy, leading to a cautious dialogue between father and son as Bhagat tries to chart his own course.

Meanwhile, a local power broker, Shakti Patnaik, Randhir Gatla, is quietly laying the foundations of an ever-expanding empire. He terrorizes officials and anyone who dares stand against him, creating a climate of fear that tightens its grip on the town and its neighborhoods. The film follows Bhagat’s ascent into the world he seeks to reform, set against Shakti’s brutal rise and the corruption that supports it.

A pivotal encounter occurs at a railway station, where Bhagat meets Subbalakshmi, a naive married Brahmin woman whose life has been upended by dowry pressures and familial pressures. Subbalakshmi, who has already faced abandonment by her in-laws and the devastating consequences of dowry, seizes a chance at a new beginning with Bhagat’s support. With Bhagat’s help, she starts to reclaim her independence, a turn that deepens Bhagat’s resolve to fight for those who have been marginalized or exploited. The ex-husband of Subbalakshmi seeks to reclaim control through force, turning to Shakti Patnaik for assistance in abducting her. This act becomes the flashpoint that sets Bhagat against Shakti in earnest and intensifies the stakes for everyone involved.

As Bhagat’s personal arc deepens, he rises to the challenge of his UPSC exams. He ultimately qualifies for training, but his progress is derailed when Shakti and his gang strike during a critical stage of his journey, leaving Bhagat severely injured. Grief and anger sharpen Bhagat’s focus, and his father’s failed attempt to eliminate Shakti brutalizes their bond, underscoring the personal cost of the struggle. The elder Panigrahi’s death becomes a grim turning point that steels Bhagat’s determination to bring Shakti to justice.

Seeking guidance, Bhagat reconnects with a senior IPS officer who once inspired him during his childhood—an encounter that rekindles his courage and determination to stand up to tyranny. The plan to take down Shakti takes shape as Bhagat and his allies gather solid evidence against the gangster’s operations, targeting his illegal enterprises and the machinery of fear that sustains them.

The pursuit drives the narrative toward a decisive confrontation. Shakti attempts to flee to Hyderabad, but Bhagat and the police move to arrest him with mounting evidence and coordinated action.
