He is best remembered for his role as the landlord Mr. Roper on the much-acclaimed sitcom Three's Company and its spin-off, The Ropers. His career also includes commendable performances in films such as Ocean's 11 (1960), The Graduate (1967), and Bullitt (1968). In the early phase of his career, he was billed as Norman Feld.

Later in his life, Fell developed an interest in drama and went on to study it at Temple University post his stint as a tail gunner on a B-25 Mitchell in the United States Army Air Forces during World War II. Furthermore, he polished his acting skills at The Actors Studio and the Black Hills Players. Fell's career spans a variety of roles in both films and television. Some of his notable TV roles include Mike in Joe and Mabel, Charles Wilentz in Dan August, Bernie Solkin in Executive Suite, and Ben Cooper in Teachers Only. Fell's exemplary acting won him a Golden Globe Award for Best TV Actor in a Supporting Role in 1979 for Three's Company.
