Scanners II: The New Order 1991

David Kellum, David Hewlett, is a bright young veterinary intern who unexpectedly discovers he can read minds and even steer what others think. Moving from the quiet country into the city to continue his studies, he soon learns that the onrush of thoughts and voices can be overwhelming, turning every moment into a cautious balance between control and chaos as he grapples with a power he barely understands.

During a routine class, he witnesses a store robbery and, in a desperate instant, unleashes a devastating mental force that causes the gunman’s head to explode. The scene is captured on security footage, and Police Commander John Forrester, [Yvan Ponton], watches it with a mix of astonishment and calculation. Forrester approaches David and drops a chilling discovery: there are others like him—Scanners who can read minds, influence actions, and bend reality with sheer will. He asks for David’s help in tracking down elusive criminals who seem untouchable by ordinary law enforcement.

To recruit and train him, Forrester introduces David to Peter Drak, [Raoul Max Trujillo], a more ruthless and aggressive Scanner who already works for him. Drak serves as a harsh teacher, pushing David to push past fear and panic as they experiment with mind control under the watchful eye of Forrester. A key tool in their arsenal is Eph2, a variant of Ephemerol—an addictive drug designed to calm a Scanner during heightened episodes. Eph2 promises control, but Forrester makes it clear that it is dangerous and should never be relied upon. Instead, he urges David to cultivate his power through discipline and practice, building a steadier command over his abilities.

As David grows more confident, a troubling moral dilemma emerges. Forrester orders him to exert influence over the mayor, forcing her to publicly appoint Forrester as the next chief of police, a move David senses is a manipulation cloaked in the façade of “keeping the city safe.” Disturbed by the plan, he confides in the mayor, confessing how he was coerced and manipulated into the position. The mayor, portrayed by Dorothée Berryman, becomes a pivotal ally as they hatch a plan to resist Forrester’s agenda and expose the deeper motives behind his push for power.

David’s sense of purpose cracks when a brutal act follows: Forrester orders Drak to attack David and kill the mayor before she can react. David escapes and retreats to his parents’ home to regroup. Back with his family, he learns a painful truth that shakes him to the core: he was adopted, and his birth parents were Cameron Vale and Kim Obrist, the original Scanners from a different time. This revelation complicates his sense of identity and duty, driving him to locate his sister, Julie Vale, whose existence confirms a family tie to the enigmatic Scanners. Julie Vale, played by Deborah Raffin, becomes a crucial ally as they piece together the past and the present threat.

Julie reveals that their former partner Walter participated in testing the earlier, less stable versions of Ephemerol, and that Walter was abducted by Forrester and never seen again. With Julie’s help, the siblings uncover Forrester’s secret compound, where the live test subjects—addicted Scanners who have been pushed to the edge—are kept under guard. They disrupt the perimeter and attempt to rescue the captives; Julie is tranquilized in the process, while David presses on to destroy the research and free the subjects.

Inside the compound, Drak launches a ferocious assault, but the desperate, scattered group of test subjects bands together to overwhelm him with a combined psychic strike. Drak’s life force is drained, and the addiction-afflicted Scanners begin to reverse the physical toll of their condition, healing some of David’s own injuries in the process. With chaos unfolding, Forrester arrives on the scene and denies the very existence of Scanners to a room full of television cameras, trying to rewrite the narrative in real time.

David refuses to let the lie stand. He projects his will onto the situation and forces Forrester to admit his crimes and manipulation on live television, exposing the truth to the world. The confrontation reaches a violent climax when Forrester grabs a shotgun, but David and Julie counter with their telekinetic powers, deforming Forrester’s head and face before the cameras. In a closing declaration, David tells the world that Scanners mean no harm and only seek a peaceful way to live among everyone else, a powerful statement meant to redefine how society sees those with extraordinary abilities.

Throughout this odyssey, the cast threads a tense web of loyalties and revelations. The city’s response to the revelations about Scanners, the uneasy alliance with a sometimes sympathetic police force, and the personal journeys of a young man learning to wield a dangerous power all contribute to a story about identity, ethics, and what it means to belong—and to protect others who are different. The narrative blends crime, science fiction, and psychological thriller elements to keep the tension high while it asks big questions about control, responsibility, and the price of power.
