When FBI Agent Jim Bradford, Phillip Terry investigates the disappearances, Billy Barton, Billy Halop is initially reluctant to help. But Billy’s gang teams up with the FBI and the youthful “Junior G-Men,” led by Harry Trent, to stop the saboteurs. The criminals, led by a man named Brand, Cy Kendall aim to destroy important military programs. The enemy agents set traps when they realize the boys are on their trail. After Billy and Harry are captured, they signal to their friends and are rescued.

The Order of the Flaming Torch is after the inventor of a new aerial torpedo. Billy and Harry go to the local airfield and stow away on the inventor’s aircraft. When the pilot is knocked out by Brand’s men, the boys regain control; Harry Trent, a licensed pilot, takes over and flies to safety.
