In the closing chapter of Russia’s 1999 presidential race, two formidable figures rise to the top of the ballot—Igor Komarov [Patrick Bergin], a former KGB colonel, and Nikolai Nikolayev [Joss Ackland], a seasoned general. When a car bomb tears through one of Komarov’s pharmaceutical plants and a dangerous virus is stolen, the FSB launches a high-stakes investigation led by Sonia Astrova [Annika Peterson] and Andrei Kasanov [Niko Nicotera]. Their pursuit is stubbornly obstructed by Anatoly Grishin [Ben Cross], the FSB director who seems to pull every string to protect his own interests. The investigation quickly widens, pulling in a shadowy web of loyalties, betrayals, and hidden agendas that threaten to derail any hope of stopping a looming catastrophe.

A British Embassy worker from Moscow, Sir Nigel Irvine [Michael York], follows the trail and enlists Jason Monk [Patrick Swayze], a former CIA operative with a history of running double agents in the Soviet Union. Irvine believes Monk’s experience makes him uniquely suited to uncover the truth behind the bombing and the bioweapon theft. In Moscow, Jason reconnects with Viktor Akopov [Steve Speirs], a wary ally who agrees to shelter him as the danger closes in. Viktor manages to procure a residue sample of the bomb, and his scientist friend Tonkin [Valentin Ganev] explains that Semtex H is distinctly traceable to the FSB—a revelation that shifts the case from a local scandal to a matter of national security. Tonkin’s sudden death at the hands of Vladimir Dorganosov [Tom Wlaschiha], the ruthless attacker who struck Komarov Industries, raises the stakes even higher and hints at a broader conspiracy.

Sonia and Andrei track down Leonid Zaitzev [Theodor Danetti], a cleaner who witnessed Dorganosov’s theft of the virus. Yet their progress is interrupted when Grishin abruptly appears, arrests Zaitzev, and fires the two investigators. Zaitzev’s custody is short-lived, as Dorganosov overtakes the scene and claims the case for his own purposes, leaving the truth half-hidden and the hunt for answers more urgent than ever. Back home, Sonia discovers Jason waiting for her and proposes they work together to penetrate the FSB’s network. Their collaboration is cut short by another assault from Dorganosov, forcing a tense car chase and a confrontation that ends with Andrei dead in his own house.

As the pursuit intensifies, Dorganosov demands payment from his contractor, who turns out to be Anatoly Grishin. In a fierce confrontation, Komarov arrives and orders Grishin to eliminate Dorganosov, signaling that the power struggle within the security apparatus is the true battleground. Jason and Sonia begin to connect the dots: Grishin seems aware of the premeditated bombing, and the two of them raid his residence to recover crucial data. In a critical moment, Sonia locates Jason’s daughter Elena [Marta Kondova] and brings her to his side, reinforcing what’s at stake beyond politics.

Digging through Grishin’s files, they uncover a chilling manifesto authored by Komarov that lays out his plan to unleash genocide on those he deems “undesirables.” Jason realizes that the bombing and the bioweapon theft were not rogue acts but calculated steps in a broader strategy to secure power and reshape the country. The pair push toward the heart of Komarov’s operation, seeking to expose him to General Nikolayev, who has become a key rival in the race and a potential ally in stopping the catastrophe. Nikolayev’s own camp contends with a bold move from Komarov: vaccines for all viruses, a propaganda tool designed to appeal to fear and uncertainty and cement his ascent to the presidency.

The quest culminates at a facility outside Moscow where Komarov’s plans are laid bare. Sonia kills Grishin and seizes his phone, revealing a network of rogue FSB agents who are spreading the viruses. Jason passes Grishin’s evidence to Sir Nigel Irvine, who orders the arrest of the wayward agents and publicly broadcasts the grim truth. With the conspiracy exposed, riots erupt across the city, demanding Komarov’s resignation. Nikolayev urges restraint and ultimately convinces the military to stand down rather than fire on the civilians, a pivotal moment that prevents a wider bloodletting. Cornered and outmaneuvered, Komarov is killed; first by Jason in the heat of the confrontation and then by the crowd’s arrival at the site of accountability.

In the aftermath, Nikolayev ascends to acting presidency, and Sonia rises to lead the FSB, signaling a hard-won shift toward greater accountability at the top levels of power. Jason, with Elena by his side, returns to Spain to resume a quieter life, taking up work as a captain for hire on a fishing boat, a quieter fate after a stormy mission that tested loyalties, courage, and the very fabric of a nation on the edge.
