Ten-year-old Emil Tischbein, Bryan Russell, travels by bus from Neustadt to Berlin to deliver an envelope containing 400 marks to his grandmother, Nana Elsa Wagner. He falls asleep during the ride and wakes to find the money missing, convinced the thief is Grundeis Heinz Schubert who sat beside him. He follows the man to a Berlin cafe and summons a policeman, but Grundeis escapes to a rendezvous with The Baron Walter Slezak, his underworld associate.
Determined to recover the money, Emil teams up with a group of child detectives led by the street urchin Gustav Roger Mobley. The kids trail Grundeis and, through their careful listening, overhear a sinister plan: the two criminals intend to rob a major Berlin bank by tunneling into its vault, aided by Müller Peter Ehrlich. Emil is captured and forced to help carry out the heist.
After the bank vault is blown open, the Baron and Müller double-cross Grundeis, leaving Emil and Grundeis trapped in the tunnel to be blown up by a dynamite fuse. Gustav arrives just in time to rescue them.
