In 1962, in Rockport, Maine, a seal drowns in a fishing net cast by financially struggling fisherman [Billy Baker]. The moment sparks a heated debate among the local fleet about shooting seals to salvage their troubled season. [Toni Whitney], a seven-year-old girl, and her family decide to adopt the orphaned newborn pup, naming him [Andre The Seal]. The vet is doubtful he’ll survive, but Toni’s unwavering promise—“I’ll be his best friend forever, and I’ll always take care of him”—gives the little creature a fighting chance. Toni’s father, the harbor master [Harry Whitney], constructs an “artificial mother” for the pup from wetsuit material, a bucket, and two feeding bottles, and the stubborn youngster finally takes a bottle, sealing his survival and Toni’s devotion.

As [Andre The Seal] grows, Toni forms an inseparable bond with him, even bringing him to school for show and tell with the teacher’s permission. The seal becomes a beloved fixture in the harbor, learning tricks, and drawing a huge local crowd of admirers. But his rising fame irks [Billy Baker], whose jealousy thickens the rift between him and [Harry Whitney], threatening to pull the family apart. Meanwhile, [Paula Whitney] and [Mark Baker]—the sister and the son in Toni’s circle—begin a romance, adding another layer of tension to the already fragile balance at home. The bond between Andre and the Whitneys deepens, and the question of whether he should be kept in captivity or released to the wild becomes a growing point of conflict for everyone, especially as [Jack Adams], the federal inspector, starts paying closer attention to the law surrounding a wild animal kept as a pet.

Under pressure from his community and the authorities, [Harry Whitney] contemplates releasing [Andre The Seal] into the wild once he is weaned. The possibility of a natural life is tempered by fear for his safety during the harsh winters, and the decision is complicated when a seal is found shot—the tragedy weighing on the town and reminding Harry of what is at stake. In Andre’s first winter, he escapes the barn and the water home built for him as the harbor freezes over, leaving a trail of blood in the snow. He returns the following spring, physically worn but spiritually unchanged, and quickly regains his vigor.

As Andre grows older, his intelligence and charisma magnify his role in the town’s life, and he becomes an easy scapegoat for the fishermen and a target in Paula’s own life as she tries to protect him from danger. Harry’s attention to Andre strains his relationship with his son [Steve Whitney], who feels left out as his father places the seal’s needs ahead of the family’s. A rebellious phase for Paula and Mark culminates in a ruling stance from Harry: he forbids Mark’s presence on the Whitneys’ property, and Paula decides to run away, leaving her mother Thalice Whitney distressed and determined to find a solution.

The town’s dynamic reaches a tipping point when a government inspector visits the Whitneys’ home to press for Andre’s relocation. The inspector insists that keeping a wild animal in captivity is illegal, threatening court and jail if Andre isn’t given up. Despite the danger, Andre proves his loyalty and intelligence, even saving Harry during a dangerous underwater inspection when a mooring line becomes entangled with an explosive. The emotional strain peaks as Thalice influences Harry to consider sending Andre to the Boston aquarium for his safety and care, and a plan to relocate him is set in motion.

Before the plan can be carried out, Toni learns that Paula and Mark have taken Andre and headed out to sea in a small boat. A storm soon closes in, and the search across the harbor intensifies. In the ensuing chaos, Andre returns to the surface, rescuing Toni from the perilous dinghy and guiding [Harry Whitney] and the others to her location. A large wave capsizes the boat, and [Mark Baker] bravely swims to Toni’s side as a lifebuoy is thrown to him. The scene ends with Andre circling back to the lights of safety, triumphant and relieved to have Toni safe.

Back on shore, Toni discovers that Andre is about to be moved to the Boston aquarium. The truth of the plan is laid out: he will live in a larger facility where he can be cared for and respected, and Toni is promised she will be able to visit him whenever she wants. The aquarium worker assures Toni that Andre will be loved there, and she reluctantly accepts the arrangement, telling Andre that she loves him and will visit regularly.

As summer returns, relationships begin to heal. [Harry Whitney] steps down as harbor master after accepting a marine-mammal protection research position, and [Billy Baker] begins to mend fences with Paula and the rest of the family. Toni comes to accept that Andre’s happiness may lie more in the wild than in captivity, and she agrees to his eventual release. Sightings of Andre become part of local lore as the town hopes to see him again. The Whitneys do not expect to see him soon, but a friend eventually spots him nearby, signaling his ongoing connection to Rockport. The film closes with an adult Toni narrating the legend of Andre’s life: after that first homecoming, he spent every winter in the aquarium and every spring returning to Rockport, living a life that the town would remember for years. By the time he was twenty-four, his sight had dimmed, yet his final homecoming remained the strongest proof that he was the truest friend Toni had ever known.
