Sung Tse-Ho is a senior member of a powerful Hong Kong triad who runs a lucrative operation that prints and distributes counterfeit American bank notes. He is respected within the organization, trusted with its most important deals, and works closely with his best friend, Mark Lee, who acts as both bodyguard and business partner. The opening sequence follows a day in their world: they oversee the fresh batch of counterfeit notes, seal deals with foreign clients, and exchange product for more counterfeit Hong Kong dollars, all in a tightly choreographed routine that underscores the pair’s efficiency and risk.

Off the criminal radar, Ho’s younger brother, Kit, has just finished high school and is training to join the police. Ho keeps his illicit life deliberately separate from Kit’s path, urging him toward the line of public service while ailing family pressures—especially their father’s pleas—urge Ho to retire from crime once he completes one more deal, this time in Taiwan. Into this fragile balance steps Shing, a lower-ranking triad member whom Ho agrees to mentor, pulling him deeper into the crime boss’s orbit. Yet trouble arrives when Taiwanese triads ambush them, triggering a violent pursuit that forces Ho and Shing to flee through a sewage tunnel as local law enforcement closes the net.

In a moment of strategic sacrifice, Ho tells Shing to run while he surrenders to the police to buy time for his protégé’s escape, earning a three-year prison sentence. The triads, seeking leverage over Ho’s silence, target his father, leading to a brutal and fatal stabbing. Kit and his girlfriend Jackie barely subdue the attacker, but their father, on his dying breath, pleads for forgiveness, a moment that hardens Kit’s view of Ho. Meanwhile, Mark travels to Taiwan to uncover the truth behind the ambush. He faces a violent clash at a restaurant with the leader’s henchmen and ends the confrontation by killing the mastermind, though his own leg is badly damaged in the process, leaving him with a leg brace and a new, harsher reality to face.

Ho is released and offered a chance to slide back into the old triad world by a corrupt policeman, an offer he refuses in favor of a quieter life. He begins working for a taxi company run by another ex-con, Ken, hoping to rebuild a sense of normalcy. During one shift, he encounters Mark again, only to discover that his once-loyal ally has become a damaged, bitter figure—broken by Shing’s ascent within the triad and cast aside by those who once stood with him. When they reconnect, Mark urges Ho to confront Shing, while Ho tries to reconnect with Kit, now a police officer at a crossroads of his own.

Kit’s response is cool and distant, as he blames Ho for their father’s death and resents the hold Ho’s life still has over his own career prospects. Undeterred, Kit dives deeper into dismantling Shing, hoping to sever the triad’s influence once and for all. But Shing senses Ho’s reluctance to rejoin and tries to lure him back, pressing him to steer the triad toward drug trafficking. Ho refuses, setting up a dangerous confrontation: Shing’s men assault the taxi company, brutalize Mark, and trap Kit, drawing Ho back into the conflict he hoped to leave behind.

Mark’s resolve rekindles Ho’s sense of duty, and together they gain crucial leverage by stealing a computer tape that contains the printing plate data. They uncover that Shing engineered the ambush years earlier, and their discovery provides a bargaining chip that they use to pressure Shing for money and an escape boat. Ho makes sure the evidence reaches Kit, a testament to Shing’s guilt, and the trio orchestrates a risky plan that moves toward a dangerous payoff at the pier where Shing’s men await.

As the plan unfolds, Mark urges Ho to escape on the boat, and Mark selflessly sacrifices his chance to flee when Ho’s and Kit’s safety comes into question. Kit arrives with every intention of arresting Shing, only to be taken hostage himself. A tense exchange escalates into a shootout, with Ho, Kit, and Mark fighting side by side against Shing’s men. Mark’s timely return saves them from destruction, but the price of victory is steep: he is fatally shot by Shing.

With the police closing in, Shing taunts Ho and Kit about his impending immunity once in custody. In a final, decisive moment, Kit hands Ho a gun, and Ho shoots Shing. Ho then cuffs himself to Kit, binding their fates together as they walk toward the onrushing police, a stark image of brotherhood and accountability in the aftermath of a life lived on the edge of loyalty and crime.
