In a stark, sunlit portrait of Los Angeles, a down-on-her-luck businesswoman turned-prostitute, known on the streets as Princess [Season Hubley], does everything she can to support her young daughter Lisa while dodging danger at every turn. As she braces Lisa for a trip to visit her grandmother in San Diego, she receives a distressing call from her friend and coworker, Ginger Grady [Nina Blackwood], who hides from her abusive pimp Ramrod [Wings Hauser] in a seedy motel. Ramrod tracks Ginger down with cold efficiency, posing as an apology before brutally forcing entry, tying her to the bed, and beating and raping her with a pimp stick.
Across town, the undercover LAPD vice squad—led by the seasoned sergeant Tom Walsh [Gary Swanson] and his trainee Edwards—finds its carefully laid routine shattered when Ginger dies from her injuries before she can name her attacker. Tom vows to avenge her death and offers Princess a pardon in exchange for helping bring Ramrod to justice, warning that an unsympathetic judge could strip her of Lisa. Princess initially refuses, swayed by fear, but Ginger’s corpse drives her to accept the dangerous arrangement.
Undercover to the hilt, Princess wears a wire to lure Ramrod back into the orbit of the law at a nightclub. The trap closes, Ramrod is arrested, and a violent confrontation follows when he discovers the setup and resists arrest. He makes a chilling vow to kill Princess, and Tom’s intervention becomes essential as a gun is pressed to Ramrod’s head to seal the capture.
The pursuit intensifies as Ramrod escapes custody, disables officers, and seizes a car, then acquires a firearm from a club owner. The investigation branches out as detectives Louise Williams and Christian Sorenson chase leads, while the squad traces Ramrod’s movements through Roscoe [Stack Pierce] and other figures in the seedy underside of the city. Meanwhile, Princess visits a rough bar where coworkers share stories of clients’ kink-fueled desires, and a transactional encounter ends with the client reneging on payment.
The pursuit grows darker when Ramrod brutalizes Dorsey, abducts Coco [Lydia Lei], and tortures her until she reveals that Princess was taken to Beverly Hills by a chauffeur. In Beverly Hills, the plan hinges on a bridal disguise, but the elderly client in the mansion jolts awake, threatening to derail everything. Officers outside discover Coco’s body, and Ramrod seizes a newspaper truck, using it to pursue Princess as she rides in a taxi. Dixie [Sudana Bobatoon], a friend among Princess’s circle, is hurt in the ensuing chaos as Ramrod’s violence spills into the streets.
The chase escalates through the alleys and avenues of the city until Tom corners Ramrod, ending the threat with a fatal shot. As dawn breaks, Tom emerges from the warehouse with a gunshot wound to his arm, completing a brutal, relentless pursuit. In the glow of early light, Princess tells him that he will “never be able to change the streets,” and he walks away from the wreckage of the case, carrying the weight of a city that never seems to sleep.
