This Is Not a Test unfolds in a desolate stretch of central California, where a group of largely unknown performers deliver a tense, character-driven drama. At the center is Dan Colter, a lone deputy sheriff, who is ordered to block a road into an unnamed city. He quickly detains a cross-section of travelers—a frail elderly man with his granddaughter, a man who has recently gained wealth, and his alcoholic wife, a trucker, and a hitchhiker.
That hitchhiker, Clint Delany, emerges as a psychotic fugitive wanted for murder, throwing an extra strain on the mounting tension.
With a looming nuclear attack announced over the police radio, the group of motorists and the officer feverishly work to improvise a shelter from a supply truck. They must improvise barricades, seal the doors, and ration what limited resources they can salvage, all while trying to preserve some sense of order amidst fear.
As the countdown ticks away, the deputy’s behavior grows increasingly erratic, and the dynamics inside the makeshift shelter become a study in human fragility: who keeps their nerve, who breaks, and who looks to another for leadership when the end seems imminent.
All the while, the threat of warheads hangs over their heads and the road outside remains closed. The film builds to a tense moment as the deputy makes a final, desperate move to enter the closed-up truck just as the nuclear strike hits. The fate of the survivors once they emerge remains unrevealed, preserving a stark sense of ambiguity about what happens after the blast.
