Michael “Mickey” Pearson [Matthew McConaughey] rises from a hard life in poverty in the U.S. to win a Rhodes Scholarship and head to Oxford, where his ambitions quickly turn from study to street-level business. He begins by selling marijuana, an early sign that he intends to bend rules rather than follow them, and even as he drops out, he quietly builds a vast narcotics empire. His operation sprawls beneath the estates of aristocratic landlords who need cash for upkeep, with labs hidden in the basements and tunnels of stately homes, including the property of Lord Pressfield. Among these plots, Laura Pressfield—the heroin-addicted daughter of the duke—lives in a council estate, illustrating how Pearson’s empire touches people across class lines and borders.

Years later, as Britain moves toward legalizing marijuana, Pearson devises a plan to legitimize his work by selling a controlled portion of his operation to someone who has no blood on their hands. His target is American billionaire Matthew Berger, and the price he demands is a staggering £400 million. To seal the deal, Pearson proposes transforming his illicit empire into a legitimate business, a move that would require the kind of clean hands Berger claims to possess, while Pearson keeps the leverage to protect Rosalind Pearson Michelle Dockery and their private world from the scrutiny of the law.

But the road to a clean exit is never straightforward. Dry Eye [Henry Golding], an underboss in the orbit of the Chinese gangster Lord George, circles Pearson with offers and threats, while a shock raid on one of Pearson’s cannabis labs by the Toddlers—the internet-famous troupe of amateur MMA fighters and aspiring content creators—upends the balance of power. The Toddlers overpower guards, abscond with valuable plants, and post a rap video online, forcing Pearson into a preemptive shift to move his crops to safer sites as their trainer, known simply as Coach [Colin Farrell], grapples with the consequences of their stunt and tries to contain the fallout.

The intrigue widens as Big Dave [Eddie Marsan], the editor of Daily Print, hires private detective Fletcher [Hugh Grant] to probe Pearson’s links to the Pressfields. At the direction of Lord Pressfield, Pearson sends his right-hand man, Raymond, to bring Laura home after a tense standoff; a brutal confrontation leaves Aslan [Danny Griffin], a young Russian, dead and Laura’s life thrust into more peril. Laura returns to her parents but relapses and dies from an overdose, a tragedy that hardens Pearson’s resolve and sharpens the guns around his empire.

Coach offers his services as a penance for The Toddlers’ misstep, and in the deepening web of deceit, Phuc [Jason Wong], a henchman who had tipped off The Toddlers about the lab, dies in a separate, fatal accident on the way to escape. In retaliation, Pearson targets Lord George and destroys a heroin lab, prompting Lord George to chastise the insubordination while also seeking to consolidate power by any means. Dry Eye, it turns out, is secretly aligned with Berger, who wanted Pearson disrupted to lower Berger’s own risk, even as Pearson senses the double-cross and prepares for a high-stakes confrontation.

When Rosalind is assaulted, Pearson’s resolve hardens further. He stages a brutal confrontation with Dry Eye, kills him just as he’s about to harm Rosalind, and protects the family’s control over their distribution network. Fletcher, seizing the moment, offers to sell his collected evidence to the highest bidder for a large fee, while Raymond closes in on him, revealing a long, tangled history of betrayals that span continents and factions.

As the pursuit intensifies, Pearson’s world collides with the Russians, who kidnap him only to be thwarted by the Toddlers, who shoot their way through the siege and rescue Pearson’s escape. In a twist, Fletcher attempts to pitch the whole story as a film to Miramax, only to discover that Raymond—the driver of the cab Fletcher hails—has been tailing him all along and is now part of a larger plan. The Toddlers’ audacious gambits leave Pearson and Rosalind to reclaim their empire on their own terms, and the final moment sees the couple returning to a life they control, celebrating their victory in the heart of a drug empire built not just on plants and labs, but on the delicate balance of risk, loyalty, and power.
