Danforth is sent to command a troubled precinct in a sprawling city plagued by juvenile delinquency, petty crime, graft, and the unsolved murder of a strip‑tease dancer. He overhauls the lax department, but his reforms draw fire from sensational newspapers, a racketeer's lawyer, and the gritty residents of this human jungle.

Under pressure to clean up crime in the streets, Abe Rowan [Emile Meyer], the city’s police chief, assigns Capt. “Danny” Danforth [Gary Merrill] to take charge and restore order. Danforth tells his wife Pat Danforth [Paula Raymond] that the dangerous assignment is strictly temporary, determined to get out of police work for good.
A murder of a striptease dancer becomes Danforth’s top priority. He and his second-in-command Det. Bob Geddes [Regis Toomey] cast their suspicions toward hoodlum Earl Swados [Chuck Connors], attempting to persuade another stripper, Mary Abbott [Jan Sterling], to turn state’s evidence against him and the local crime boss Leonard Ustick [Florenz Ames].
Complications arise when another detective, Strauss [Patrick Waltz], shoots an innocent bystander and the police are falsely accused of beating three young men, causing neighborhood tensions to rise. Danforth takes a chance by releasing Mary, who had no intention of double-crossing the gangsters. Swados tries to murder her, chasing Mary through a brewery before Danforth and Geddes come to her rescue. Danforth resolves to stay on the job, no matter how long it takes.
