Ray Liotta portrays Marty Kingston, a veteran detective in Detroit’s Narcotics Division, who teams up with his longtime partner Sal Quintana, Scott Norman as Sal Quintana, and two trusted colleagues, Clifton Powell as Det. Tyrone Fowler and Kevin Chapman as Det. Jimmy Rogan. Together they dismantle a neo-Nazi biker gang known as The White Alliance and seize more than a million dollars in drug money, which they split four ways, a cache that will haunt them in unexpected ways.

Sometime after their takedown, Kingston learns that Quintana has become a corrupt cop who extorts a local strip club under the guise of “protection.” The team’s hard-won success begins to fray as greed and ambition pull at old loyalties. The night Quintana is paid off, a hooded assassin interrupts the rhythm of their world, ambushing him and ending his life.

The morning after Quintana’s funeral, Lieutenant Walker, Linda Boston assigns Kingston a new partner, Detective Dan Sullivan, Shawn Hatosy as Dan Sullivan, to pursue Quintana’s murder and bring the killer to justice. They descend on the strip club where Quintana used to collect protection money, and the owner confirms that Quintana had a partner—an ally who was “big, black, and scary.”

Sullivan correctly identifies Fowler as the likely associate and heads to question him, but both Fowler and Rogan refuse to cooperate, warning the new duo to back off. The case accelerates when Fowler, while visiting a brothel, is killed by the same assassin. Rogan encounters the killer on his yacht, and in their struggle, unmask the attacker: Kingston. Kingston uses the confusion to turn the situation to his advantage and, in a shocking moment, kills Fowler.

The investigation progresses to surveillance data, and Sullivan and Kingston review a harbor CCTV recording. The face is obscured by a stain of seagull excrement, so Kingston conspires to destroy the footage, pretending to hand it over to the forensic lab. Later, Kingston abducts the drug dealer Trevon “Bones” Richardson, Corey Emanuel Wilson as Bones, from an abandoned barn to collect a DNA sample that he plans to use to frame Bones for the murders. Bones escapes during a harbor confrontation, and the police immediately suspect him, mounting a SWAT raid on Bones’ hideout. A tense chase leads them to a tram where Bones takes a woman hostage. When Sullivan confronts him about the murders, Bones denies it, claiming he’s being framed and muttering about a place that “smells like garlic.” He attacks Sullivan, who responds with fatal force.

In the aftermath, the city applauds Sullivan’s supposed breakthrough, but doubts gnaw at him. A key breakthrough comes when Sonyia Rogan, Stephanie Cotton as Sonyia Rogan, Rogan’s wife, reveals in an interview that her husband was part of an undercover group tasked with taking down The White Alliance, and that Kingston, Fowler, and Quintana were also undercover. A prison visit to the gang leader underscores the mystery: when arrested, their money—worth around two hundred million—vanished. At a Kingston family gathering, Kingston’s son hints at a place that “smells like garlic,” tying Bones’ earlier clue to the larger puzzle.

Sullivan, now intensely suspicious, discovers a torn cloth at the barn—an omen that Kingston knows he’s onto him. Kingston finally confesses to Sullivan that he murdered his partners because they refused to help his wife, who was pregnant with their child, using the drug money they had stolen from The White Alliance. He warns Sullivan to drop the investigation for the sake of their families. Sullivan seeks counsel with his own pregnant wife, Leilah Sullivan, Inbar Lavi as Leilah Sullivan, who urges him to expose the truth.

A climactic confrontation follows when Kingston is summoned by Parker to face Internal Affairs, and he plants a bomb in Sullivan’s car. The bomb kills Leilah instead when she decides to ride with Sullivan, devastating him. Enraged and determined, Sullivan goes to Kingston’s house to finish the job, but Kingston subdues him and drags him to the barn for execution. Sullivan fights back, escaping and hiding in the barn as a cat-and-mouse sequence unfolds. In the end, Kingston is cornered and pleads for mercy, admitting that Sullivan is a better man than he was.
