As the espionage agency, OSS, expands its ranks with a new generation of child spies, Carmen Cortez (Alexa PenaVega) and Juni Cortez (Daryl Sabara), offspring of veteran agents Gregorio (Antonio Banderas) and Ingrid Cortez (Carla Gugino), become full-fledged operatives. The siblings’ skills are put to the test when they face off against their arch-nemesis, Gary (Matt O’Leary) and Gerti Giggles (Emily Osment), the offspring of double-crossing agent Donnagon Giggles (Mike Judge). This rivalry is fueled by Carmen’s unrequited crush on Gary, which creates an added layer of tension.

The sparks fly when the President’s daughter, Alexandra (Taylor Momsen), deliberately sabotages a thrill ride at a local amusement park, forcing the Cortez kids and their adversaries to join forces in a daring rescue mission. As they navigate the treacherous situation, Carmen and Gerti must work together to disable the malfunctioning ride and save the innocent bystanders.

Meanwhile, Gregorio hopes to be appointed as the next Director of the OSS at an upcoming award ceremony, but little does he know that Donnagon has been secretly manipulating events from behind the scenes. At the ceremony, Donnagon, with his cunning hacking skills, takes control of the teleprompter and is unexpectedly named the new Director of the OSS. He promptly rewards Gary and Gerti for their heroics, gifting them level one OSS badges and coveted assignments.

However, just as the celebration reaches its peak, chaos erupts when all the adults at the function fall unconscious after consuming a mysterious wine. The spy kids, having wisely refrained from drinking the potion, find themselves uniquely positioned to take action. They soon discover that enemy agents have infiltrated the event, stealing the President’s highly valuable Transmooker device and making off with it in their ship.

The fallout is swift and severe, as Juni is framed by Gary for losing the Transmooker and subsequently fired from the OSS. Carmen and Juni respond by activating their spy gadgets within the agency’s office, tracking down the enemy ship to a mysterious island where exotic creatures have been spotted. With this crucial intel in hand, they turn to old allies Fegan Floop (Alan Cumming) and Minion (Tony Shalhoub) for insight into Donnagon’s true intentions. Their investigation reveals that Donnagon cannot be trusted and is indeed plotting to pilfer the Transmooker.

As Donnagon, a cunning operative, assumes his new role as director, he’s finally able to execute his sinister plan to pilfer the powerful Transmooker device, allowing him to bend the world to his will. Meanwhile, Carmen ( actress name ) manages to infiltrate the database and restores Juni’s level to that of an agent, paving the way for them to embark on a perilous mission.

With Machete’s assistance, the Cortez siblings are fully equipped to tackle their assignment, which takes them to a mysterious island near China, home to the enigmatic scientist Romero (Steve Buscemi). The island is shrouded in secrecy and surrounded by an assortment of bizarre creatures. Unbeknownst to Donnagon, Carmen and Juni arrive at the island via submarine, but it malfunctions as they approach their destination.

The siblings don their underwater suits and make a daring escape from the stranded vessel, landing on the treacherous terrain of the island. As they navigate this treacherous landscape, they’re unaware that Donnagon has been monitoring their progress and informs Gregorio (Gregorio Cortez) and Ingrid (Ingrid Cortez), the children’s parents, about their missing offspring.

The parents spring into action, joined by Ingrid’s parents (Ricardo Montalban) and (Holland Taylor), a pair of seasoned spies with impressive credentials. Meanwhile, the Giggles siblings, driven by curiosity and a thirst for adventure, also converge on the island in hot pursuit of their counterparts.

As it becomes apparent that none of their high-tech gadgets are effective against the island’s peculiar energy signature, both teams of kids find themselves relying solely on their wits to survive. The Cortez siblings’ quest takes them to the heart of the island, where they tumble into a hidden chamber within the volcano, only to encounter Romero.

The eccentric scientist has been working tirelessly to create miniature animals and hybrid creatures by merging physical attributes from different species. His experiment gone awry, he’s since been using the Transmooker device to maintain the island’s cloaking effect, rendering it invisible to the outside world.

As the Cortez siblings rescue their Giggles counterparts from the clutches of the island’s terrifying beasts and deliver them to Romero, they begin to unravel a sinister plot. The scientist reveals that he works for none other than Donnagon, setting off alarm bells for Carmen and Juni. Gary (Gary Gadget), still reeling from this shocking revelation, struggles to accept the possibility that his father is indeed a villain.

The Cortez parents, equipped with non-electrical implants embedded in their dental work, track Carmen and Juni’s every move. With the Transmooker device’s true purpose now clear, the siblings decide to take drastic action and destroy it before Donnagon can claim it. However, the device is strategically hidden on the opposite side of the island, heavily guarded by an impenetrable security system. The Giggles siblings join forces with their new allies in this perilous quest.

As the Cortez family’s fate hangs precariously in the balance, they discover that Donnagon’s sinister plan is to eliminate them en masse, rendering anyone left powerless to stop him. Carmen, ever the quick-thinking genius, takes matters into her own hands by deliberately destroying the dental implants that would have allowed their parents to track them down.

Despite this setback, the Cortez kids remain one step ahead of their pursuers thanks to Grandpa Cortez’s cunning foresight in implanting a tracker within Juni’s necklace. Undeterred, they press on with their mission to claim the Transmooker, navigating an eerie underground antechamber that serves as a testing ground for their mettle.

Their odyssey is punctuated by heart-pumping action sequences, including epic battles against skeletal foes and other fearsome creatures. However, Carmen’s luck takes a turn for the worse when she falls prey to a Spork – a flying pig of unholy terror – which deposits her into an Eagle’s nest where she encounters the enigmatic Gerti.

Gerti’s revelation about Gary’s true nature sends Carmen reeling, prompting a shift in her allegiances as she sides with Juni, who stands to suffer at the hands of their erstwhile ally. Meanwhile, Donnagon finally sets foot on the Island, only to find that the Cortez kids have spirited away the Transmooker and are making a beeline for the beach.

United with their family and allies Romero and Gerti Giggles, the spy kids conspire to destroy the Transmooker and vanquish Donnagon and Gary in a thrilling showdown. As the dust settles, Gregorio and Donnagon engage in a fierce battle of wits, leaving the latter’s fate in limbo.

In the aftermath, Gary is disavowed by the President, while Juni grows disillusioned with the OSS’s impersonal treatment of agents, ultimately deciding to hang up his spy credentials. Amidst this chaos, Carmen and Machete (Danny Trejo) concoct a plan for her to moonlight as an undercover pop star during the credits.

With Machete at her side, Carmen takes to the stage, confessing that she’s tone-deaf before being outfitted with a mic that auto-tunes her voice and a belt that lends her dance moves a certain je ne sais quoi. Juni, meanwhile, receives a guitar that plays itself, courtesy of Machete.

As the curtain closes on this musical interlude, Machete reveals to Carmen that he had neglected to install batteries in her equipment – effectively rendering her vocals genuine all along. The screen fades to black as the Cortez kids and their allies bask in the glow of their hard-won triumphs.
