Bhavuji, a ruthless rowdy, receives a chilling update: Rathnavel Pandian IPS is alive, contrary to the belief that he was killed by Bhavuji’s younger brother, Bhadra. Fueled by vengeance, Bhavuji and his men rush to Rathnavel’s grave to exhume the body, only to discover a coffin packed with heavy rocks — a grim omen that Rathnavel has survived and that the hunt is far from over.

Meanwhile, Rocket Raja and his partner, Kaatu Poochi, drift through a life of petty crimes, stealing expensive items and conniving to fleece those they approach. At a lavish wedding, Raja encounters Swetha, and an immediate spark grows between them; Swetha returns his affection, and a tentative romance begins to bloom.

During a separate caper, a woman arrives with a large wooden box at a railway station, insisting the box is filled with gold and jewels. The duo decide to guard the box for a share of the loot, but their curiosity leads them to an unexpected discovery: a little girl inside the box who regards Raja as her father, leaving him both stunned and unsettled.

A few days later, Kaatu Poochi finds a photograph linking the little girl to her real father, Rathnavel Pandian, who bears a striking resemblance to Raja. The revelation deepens Raja’s confusion as Bhavuji’s henchmen close in on Rathnavel’s whereabouts.

Meanwhile, Bhavuji’s forces intensify their search for Rathnavel Pandian. In Devipur, Rathnavel Pandian is assigned to the town and arrives with his daughter Divya. He confronts a corrupt system headed by a ruthless MLA Bhavuji, whose hold over politics and crime runs deep. When Munna, Bhavuji’s son, kidnaps and molests a police officer’s wife, Rathnavel acts to stop him, not fully aware of Bhavuji’s extensive influence.

The Home Minister and the DGP, under political pressure, compel Rathnavel to release Munna. Rathnavel’s resolve remains, but the powers that be override him; at a celebratory event for Munna’s release, Rathnavel uses a trap to cause Munna’s death by hanging, a move that enrages Bhavuji. Furious, Bhavuji’s brother Bhadra disguises himself as an idol during Holi to strike Rathnavel, stabbing him and then shooting him. Believed dead, Rathnavel survives but suffers a brain injury, and the villagers shield him, ferrying him to Chennai for treatment. To shield Divya from the truth, the police place her in the care of Raja, who bears Rathnavel’s appearance.

In the present, Rathnavel Pandian succumbs to his injuries. Raja steps into his stead, returning to Devipur to avenge the fallen officer. Bhavuji is stunned to see Rathnavel alive again, while Raja dismantles Bhavuji’s grip on the town. Swetha tracks Raja but chooses to stay in disguise to protect his cover, though she attempts to reveal his identity by exposing his weakness, a moment that tests his resolve. The climactic confrontation pits Raja against Bhavuji and Bhadra, and in a hard-fought final battle, Raja prevails, bringing an end to their reign of terror.
