Ma Delano [Lucille La Verne] runs a penny arcade on a weathered amusement pier at Coney Island, sharing it with her children Jennie [Evalyn Knapp], Joe [Ray Gallagher], and Harry [James Cagney]. Underneath the arcade, Mitch McKane [Warren Hymer] runs a bootlegging operation, cleverly disguising it as a sideshow to slip past the authorities. Angel Harrigan [Grant Withers], a lively barker, is in love with Jennie, and his presence adds a fragile tenderness to the seedy bustle of the boardwalk.

When McKane tries to flirt with Jennie, he is thwarted by Angel. Harry secretly becomes involved in McKane’s bootlegging operation, against his mother’s wishes. When the police start closing in on bootlegging, Harry steps in to take over the operation and pockets the proceeds.

McKane is unexpectedly released from prison and discovers Harry’s treachery. He confronts Harry on a dimly lit pier, and Harry fires first, ending the threat.

Harry confesses everything to his mother, but she tries to shift the blame onto Angel, whom she dislikes, by planting the murder weapon in his briefcase. As Angel is about to be taken away by the police, Jennie, who witnessed the crime and loves Angel, tells the truth to the authorities, and her brother Harry confesses to the crime, much to the chagrin of his mother.
