Kyrah and Isaac, former leaders of the multinational special forces group Shadow Force, were forced into hiding after a forbidden romance led them to break the organization's rules. The film opens in Miami. A team of mercenaries are closing in on a target. From the rooftops, a sniper named Kyrah Owens (Kerry Washington) aims at a man from another building and takes him out. The mercenaries lose their communication with the man, who was targeting another operative named Isaac Sarr (Omar Sy).
Isaac lives with his and Kyrah’s son Ky (Jahleel Kamara), separate from Kyrah who chose to leave them to protect Ky. Isaac still tells Ky stories about his mother, and often keeps his own memories with her by listening to Lionel Richie.
Isaac takes Ky with him to the bank, when a group of criminals enters and tries to rob the place. When one of the gunmen threatens Ky, Isaac tells him to cover his eyes and ears. Isaac proceeds to fight and kill the criminals before police arrive. Footage of the event is captured through surveillance cameras and one of the tellers recording on her phone.
CIA Director Jack Cinder (Mark Strong) is currently under public fire for his apparently shady businesses. He soon learns about Isaac killing the bank robbers, as he was Isaac and Kyrah’s former boss and holds a grudge with them for abandoning his team, Shadow Force. Cinder begins to contact the other members of the team to go after Isaac, while Kyrah also sees the footage from the bank and realizes Isaac has been compromised. The footage is also sent to two of Isaac and Kyrah’s allies, “Auntie”/Marvella (Da’Vine Joy Randolph) and “Unc”/Avery (Method Man).
Cinder meets with other leaders at the G7 Command Center, where he explains what Shadow Force was – an elite team of covert agents whose missions were to eliminate high-level targets, like despots and dictators. That is where Isaac and Kyrah met and fell in love before they apparently betrayed the team after Kyrah got pregnant. Cinder is deploying five former Shadow Force operatives – Cysgod (Marvin “Krondon” Jones III), Moriti (Natalia Reyes), Varjo (Yoson An), Anino (Jenel Stevens), and Scath (Sala Baker) – to go after Isaac and Kyrah, with huge bounties on their heads.
Isaac takes Ky to a safe house in Bogota, where Kyrah eventually finds them. After a brief fight, Kyrah comes face-to-face with Ky, who is meeting his mother for the very first time. Kyrah has an emotional meeting with him, but he accepts her as his mother. Kyrah gets in touch with Auntie and Unc so that they can provide the family with assistance.
Isaac and Ky join Kyrah in her car as they leave the safe house. On the road, they are found by their former teammates, who proceed to open fire on them. Kyrah keeps Ky hidden before manning a machine gun, while Isaac continues driving. Kyrah takes out a few vans of goons before the car gets run off the road and into the river. The family manages to escape detection, but the Shadow Force team continues to search for them to confirm to Cinder that they are dead. After they find a place to hide, Isaac suspects that someone close to them tipped off Cinder and the rest of the team.
Cinder complains to his two bodyguards, Parker (Ed Quinn) and Patrick (Marshall Cook), about the failure in getting Isaac and Kyrah. He openly invites the two men to strike him, which they try to do, but Cinder knocks them both on their asses. Eventually, Kyrah contacts Cinder directly and figures he is still after them due to the fact that he and Kyrah had a brief fling, and he never got over her. She agrees to personally meet with him.
Isaac takes Ky to find Auntie and Unc, still suspicious of them. They take a liking to Ky and then lead Isaac to their hideout. Isaac gets ambushed by Varjo, Anino, and Scath, while Kyrah is knocked down by Cysgod and Moriti. The two are then taken captive before Cinder, and Ky is taken as a hostage. It turns out Unc was the traitor working with Cinder, as Auntie has been taken captive as well. Cinder plans to turn Ky into a Shadow Force operative, but Kyrah says she will kill to protect her family.
Parker and Patrick are then revealed to be undercover agents who were trying to bust Cinder. They order Shadow Force to drop their weapons. Scath makes a move for his knife, and he gets his brains blown out by Parker. The other four operatives end up starting a firefight, leading to the good guys to scramble. Anino gets shot in the head trying to kill Patrick. Auntie proceeds to beat the shit out of Unc for his betrayal. Kyrah and Moriti fight until Kyrah ends her by throwing a knife into Moriti’s throat. Cysgod gets blown up after Isaac shoots a propane tank next to him.
Kyrah and Isaac leave Ky with Auntie as they go after Cinder and Varjo. After crashing their boats on a nearby island, Isaac kills Varjo in the jungle. Cinder emerges with Kyrah held at gunpoint, but she subtly hints at Isaac for what to do next. He shoots her in the shoulder (where she had already been shot during a previous mission), and the bullet strikes Cinder. Isaac and Kyrah then unload their guns into Cinder until he drops dead into a pool.
The family later returns home, with Isaac and Kyrah throwing a party for Ky. Auntie has joined the CIA to work with Parker. As Isaac and Kyrah settle down, she appears to hint to him that she is pregnant again
