CIA analyst Douglas Freeman is stationed in a square of an unnamed North African country when tragedy strikes. During a briefing with a newly arrived CIA agent, a devastating suicide attack occurs, claiming the lives of the agent and eighteen others. The intended victim of this heinous act, high-ranking police official Abasi Fawal, miraculously manages to escape unharmed. Fawal’s role in liaising with the United States involves conducting interrogations and, alarmingly, overseeing the application of methods bordering on torture.
Meanwhile, we are introduced to Egyptian-born [Anwar El-Ibrahimi](Omar Metwally), a chemical engineer based in Chicago. He lives with his pregnant wife, Isabella, their young son, and his mother. The family is thrown into turmoil when Anwar’s name surfaces in connection with a violent organization. This is revealed through phone records showing that the notorious terrorist Rashid had made several calls to Anwar’s phone. On his return to the United States from a conference in South Africa, Anwar is unjustly detained by American authorities and whisked away to a secret interrogation facility close to the site of the earlier bombing.
As Anwar faces severe interrogation and torture, Isabella remains unaware of her husband’s plight, with all traces of his presence on the flight home from South Africa mysteriously erased. The only evidence of his travel is the record of him boarding the plane in Cape Town. Due to a lack of experienced personnel, Freeman finds himself assigned to observe Anwar’s questioning, which is conducted by none other than Abasi Fawal. Doubts soon begin to creep into Freeman’s mind regarding Anwar’s guilt after their initial interaction, but [Corrine Whitman](Meryl Streep), his superior, coldly insists that Anwar’s detention is crucial to prevent an epidemic of terror that threatens thousands.
Desperation sets in as Isabella, worried for her husband, travels to Washington D.C. There, she seeks the assistance of an old acquaintance, [Alan Smith](Peter Sarsgaard), an aide to Senator Hawkins. Isabella pleads for answers about Anwar’s fate. Initially, she is told there has been a mistake regarding her husband’s flight, but armed with Anwar’s credit card details from the in-flight duty-free shop, she presses for clarity. Alan begins to unravel the web of Anwar’s detention but faces strong resistance from both the senator and Whitman, who refuse to divulge essential details, let alone release Anwar.
When told to abandon the search due to political pressures surrounding a new bill, Alan suggests Isabella engage a high-caliber lawyer, yet she declines this option. Seizing an opportunity, Alan’s compassionate secretary discreetly informs Isabella of Whitman’s next meeting.
