Nikolai Petrovitch Rachenko, a Soviet Spetsnaz operative from Ukraine, is dispatched to an African country where Soviet and Cuban forces support the government in a harsh struggle against an anti-communist rebel movement. His mission is to assassinate the rebel leader, a task that sets him on a perilous path across shifting loyalties and brutal power plays.

To get within striking distance, he infiltrates the rebel movement and stirs up trouble in a local bar, a move that lands him behind bars for disorderly conduct. In the same cell as a captured resistance commander, he earns enough trust to help facilitate an escape, turning skepticism into a fragile cooperation that buys him a chance to advance his covert objective.
