In 1943, DSP Shamsher Singh, Shammi Kapoor, captures the notorious bandit Mangal Singh just as Mangal’s wife is about to give birth. She dies at childbirth, but not before extracting from the DSP a promise to raise her son. From that moment, the DSP raises the boy alongside his own child. Ironically, DSP Singh’s biological son, Kishen, carries a wicked streak, while Mangal’s son, Amit, is kind, with a natural honesty that sets him apart.

After fourteen years in jail, 1957 brings a cruel irony: Mangal discovers that the man he hates is the one shaping his son’s upbringing, and he comes to believe that Kishen is that son. A tense misunderstanding deepens the rift, and Kishen comes to think he is actually Mangal’s son, all the while continuing to live under the inspector’s roof. The tale widens as years pass, and in 1977, two decades later, Amit has become a police inspector, whereas Kishen has grown into a teacher for blind children who secretly doubles as a smuggler for a now-wealthier Mangal gang.

The two brothers’ paths cross in unusual company when they meet two plucky pickpocketing orphans, Neetu and Shabbo, who fall for them and vow to reform to win their affection. Neetu Singh plays the fiery, determined sister Neetu, while Shabbo remains a mysterious figure whose actor isn’t listed in the provided cast. Amit is tasked with dismantling Mangal’s operation, and soon he confronts Kishen during a clash that leaves Kishen wounded in the leg. At Shamsher’s birthday party, Kishen cleverly evades exposure, thwarting Amit’s attempt to reveal the truth.

Amit later survives an explosive trap when Kishen, who was smuggling diamonds, is saved by the inspector—only to discover that he cannot see. In a twist, Kishen’s gratitude turns into a chance for Amit to collect damning evidence of Kishen’s crimes. Shamsher’s wife, Asha, learns that Amit can see and presses him to disclose Kishen’s true parentage. Asha’s heartbreak leads her to reveal the truth about Amit’s origins, shattering the life Kishen believed he knew.

Meanwhile, Neetu and Shabbo plot to end Mangal’s reign, and Mangal captures them, recognizing that Neetu bears a distinctive locket—an heirloom that had once been given by Amit to Neetu and, earlier, by Mangal to his wife for their son. The revelation crashes down: Amit is, in fact, Mangal’s son. Shamsher finally faces Kishen, who learns his true parentage, and guilt overwhelms him as he agrees to guide Amit to Mangal’s secret lair. A tense rescue operation follows: Mangal holds Neetu and Shabbo hostage and attempts to kill Kishen. Amit defeats Mangal’s brother Dev in combat, while Kishen bravely frees the women.

Mangal escapes and reports to Supremo, his shadowy boss who captures Shamsher. United, Amit and Kishen stage a daring mission to rescue their father and capture Supremo, culminating in an underwater chase that tests their limits. In the end, Mangal surrenders to Amit, while Kishen yields to Shamsher. The story closes on a hopeful note, as Amit and Kishen—after serving their sentences—marry Neetu and Shabbo, choosing a path of redemption and family.
