Artie Lewis, Michael Keaton, is a New York City Police Department detective who believes deeply in his work, loves his wife Rita Lewis, Rene Russo, and shares a tight, eight-year partnership with Stevie Diroma, Anthony LaPaglia, a widower with three young daughters. After a brutal, high-stakes encounter in a housing project, Artie and Stevie reassure each other that they’ve survived the ordeal, a moment that underscored the grit and camaraderie that define their daily lives on the force.

Tragedy strikes when Stevie is killed in the line of duty during a hostage situation, a blow that leaves his three daughters—Marian, Barbara, and Carol—without relatives able to take them in. Artie learns, through Stevie’s will, that he has been named the legal guardian of the children. The prospective guardianship throws a new, frenzied light on Artie’s world: the couple already longs to adopt, but their apartment is deemed too small, and Barbara’s diabetes requires steady insulin, complicating every plan for a larger family.

He uses $25,000 of the stolen money for the down payment, while handing the remainder to Father Wills, Vondie Curtis-Hall, who runs a makeshift shelter and agrees to hold the funds. Artie confides in Rita about the theft, acknowledging that his actions were driven by a father’s love rather than greed.

Grace De Feliz, Rachel Ticotin, is Beniamino’s girlfriend but is secretly an undercover narcotics agent who suspects Artie from the start. Her suspicions are confirmed when Artie’s actions threaten the delicate balance between law and crime, prompting a tense dance of loyalty and duty within the department. Lieutenant Danny Quinn, Kevin Conway, defends Artie, recognizing him as one of the division’s best detectives and choosing not to press charges in light of the officer’s motive and family ties.

As the investigation closes in, a key informant from Beniamino’s operation breaks under pressure and leads Artie straight to Beniamino’s money. The drug lord captures Artie, torturing him to learn the fate of the money. Grace ultimately blows her cover to rescue him, and the two are forced to kill Beniamino and his cohorts to escape alive. The danger is far from over, but the bond between Artie and Grace deepens as they face the consequences of their choices.

Back at the precinct, Artie writes a confession for Lt. Quinn, intending to surrender. Father Wills returns most of the money Artie had entrusted to him; he had used only $200 for a museum trip with the shelter’s children, and the rest of the stolen funds is recovered by Artie’s colleagues. Grace refuses to testify against him after learning that Artie’s actions were motivated by protection of his new family rather than greed, allowing the federal government to walk away to avoid compromising their field agents. Quinn, sensing the moral complexity and weighing loyalty to Artie’s slain partner against the need for accountability, tears up the confession and tells Artie that no charges will be filed.

With the case resolved in a way that preserves the family Artie has chosen, Quinn’s decision reflects a reluctant, hard-won sympathy for Artie’s plight and Stevie’s memory. Artie is free to go home to Rita and the children, ending the ordeal with the promise of a renewed family life. Relieved and hopeful, Artie calls Rita to say he’ll come home early, and the family’s future—though imperfect and difficult—remains intact.
