Artie Lewis, Michael Keaton, is a New York City Police Department detective who believes deeply in his work, loves his wife Rita Lewis, Rene Russo, and shares a tight, eight-year partnership with Stevie Diroma, Anthony LaPaglia, a widower with three young daughters. After a brutal, high-stakes encounter in a housing project, Artie and Stevie reassure each other that they’ve survived the ordeal, a moment that underscored the grit and camaraderie that define their daily lives on the force.

Tragedy strikes when Stevie is killed in the line of duty during a hostage situation, a blow that leaves his three daughters—Marian, Barbara, and Carol—without relatives able to take them in. Artie learns, through Stevie’s will, that he has been named the legal guardian of the children. The prospective guardianship throws a new, frenzied light on Artie’s world: the couple already longs to adopt, but their apartment is deemed too small, and Barbara’s diabetes requires steady insulin, complicating every plan for a larger family.

To meet the welfare agency’s requirements, Artie believes he must buy a house, a down payment of $25,000 that he does not have. In a moment of desperation, he turns to the very underworld he has investigated, pulling off a dangerous heist against drug kingpin Beniamino Rios, Tony Plana. He uses $25,000 of the stolen money for the down payment, while handing the remainder to Father Wills, Vondie Curtis-Hall, who runs a makeshift shelter and agrees to hold the funds. Artie confides in Rita about the theft, acknowledging that his actions were driven by a father’s love rather than greed.

Grace De Feliz, Rachel Ticotin, is Beniamino’s girlfriend but is secretly an undercover narcotics agent who suspects Artie from the start.
