Ulysses Richardson, Bob Odenkirk, arrives in Normal, Minnesota, during the harsh winter to step in as interim sheriff after the town’s previous lawman dies. He quickly builds bonds with his team, including Billy MacLellan as Deputy Mike Nelson and Ryan Allen as Deputy Blaine Anderson, and he earns the goodwill of local shopkeepers and residents. The mayor, Henry Winkler, offers to make the arrangement permanent, painting a hopeful picture for his future in the town.

But a routine day at the bank becomes a turning point. A bank robbery attracts Ulysses to the scene, and when he goes in to negotiate, his own deputies open fire on him, exposing how compromised the town’s law enforcement has become. Inside the vault, he discovers a hidden cache of cash, gold bars, and military-grade weapons tied to a larger criminal operation that reaches all the way to the Yakuza.

Rather than arrest Lori and Keith, the robbers, Ulysses allies with them after realizing they’ve stumbled into a far bigger conspiracy. The three of them unpack some of the weapons stored in the vault and use them to fight their way out. They push through the town’s main street in a brutal, cinematic sequence, clashing with townspeople they had met just days earlier. The skirmishes claim several lives as Ulysses, Lori, and Keith scramble to escape the tightening noose of danger.

Meanwhile, a Yakuza operative working as a bank security guard sends a coded message to its leaders, prompting a flight plan back in Japan. A group of Yakuza departs on a private jet bound for Normal, signaling that the operation in Normal is far from over.

Lori and Keith depart the town on a snow plow, while Ulysses presses on alone. He is eventually cornered by Moira, a resident he had befriended earlier in the week. Moira is thwarted when Alex, the deceased sheriff’s adult child, intervenes and shoots Moira in time to save Ulysses. Ulysses then deputizes Alex, and the two form a tense, effective partnership.

With Alex now by his side, Ulysses directs Alex to place C-4 explosives in the bank vault. He leverages this threat to broker a fragile truce among the remaining townspeople, the deputies, and a lone Yakuza security guard. The town is cut off from the outside world by a snowstorm, a power outage, and a lack of cell service, forcing an uneasy alliance as they brace for the expected arrival of the Yakuza. Their plan is to stage the bank incident as a car accident while defending their hold on the town.

When the Yakuza finally arrive, they inspect the bank, accept the staged accident, and agree that their property remains secure. They join Ulysses, Alex, and the townspeople for a celebratory dinner. The night takes a brutal turn when a loaded shotgun mounted on the wall of the restaurant falls and discharges, killing one of the Yakuza leaders. A chaotic melee erupts, leaving heavy casualties among the Yakuza and the town’s defenses. In the end, Ulysses and Alex survive the carnage.

The film closes with Ulysses and Alex in Texas, where they continue their work as substitute sheriffs, applying the hard-edged lessons they learned in Normal to new assignments on the road.
