Jacob King, Steven Seagal is a Memphis police officer whose brutal methods have earned him a legendary reputation among his peers. Despite a childhood tragedy—his twin brother was murdered in front of him—King pursues a string of brutal killings, mostly targeting young, attractive women. The killer, Lazerus, Michael Filipowich, leaves cryptic astrological clues at the crime scenes, hinting at a methodical, almost ritualistic pattern. In parallel, another ruthless murderer, Billy Joe Hill, Mark Collie, operates with a different personal motive and a different rhythm.

King tracks Hill through the Memphis underworld and a ferocious confrontation ensues, with Hill being hurled through a window—a sequence that recurs as a stark visual motif. Hill’s revenge is swift and brutal: he murders Celine, Karyn Michelle Baltzer, a loss that steels King’s resolve and complicates his sense of justice.

Working with his partner, Detective Storm Anderson, Chris Thomas King, and the coroner, Isaac Hayes, King wades deeper into a web of crime that forces him to confront the limits of his own methods. He also crosses paths with FBI agent Frankie Miller, Holly Dignard, who questions the violence King employs and tries to steer the investigation toward conventional accountability.

As Lazerus schemes to frame him for another murder—targeting a blonde barmaid, Daniella Evangelista—the tension tightens. King ultimately locates Lazerus and delivers a brutal, decisive comeuppance with a ball-peen hammer, a moment that leaves little room for mercy. In the same relentless pursuit, he closes in on Hill and ends his life, a grim resolution that underscores the price of his particular brand of justice.

In a final, contemplative turn, King writes a note to Detective Anderson declaring his resignation from the force, signaling a surrender to the reality that many in Memphis neither understand nor approve of his methods.
