After a praying ceremony, the three oldest children of the alien Fog Mother set out to find a suitable human to feed to their newly hatched siblings. They zero in on Kana, the young friend of environmentalist reporter Kouji Segawa, during his investigation of pollution at the lake. As they close in and attempt to escape, Kouji protects Kana but is knocked off a cliff by Agito, and dies; Kana is seized by Zu.
The Earth Spirits resurrect Kouji as [Kamen Rider J] and send him into battle with the Fog Mother, with the Earth Spirits’ emissary, Berry, guiding him every step of the way. The looming presence of Fog Mother spurs Agito to make one more deadly push, and he is ultimately killed by J.
Kouji ventures into Fog Mother’s domain, where he faces Zu in her true form. In a brutal clash, J defeats Zu as they crash into the fortress that is Fog Mother herself. With Zu dead, Kouji learns Fog Mother’s grim plan: to let her brood devour humanity, while Garai completes the ritual, sending Kana to the hatching chamber and manhandling Kouji in the process.
Berry intervenes to break Fog Mother’s spell over Kana just before Garai strikes, butKana is nevertheless driven toward a lethal fate. Fog Mother begins a city-scale assault to usher in her offspring’s awakening. J fights Garai in a fierce confrontation in his true Cobra Man form, and Garai is dead, yet J pays a heavy price as Fog Mother digests him from within while he searches for a way to save Kana. Drawing on life energy around him, J kills Fog Mother’s newborns, escapes from her bowels, and reveals the Jumbo Formation. Ripping Kana free from Fog Mother’s grasp, J delivers the final, decisive blow to the monstrous threat.
With Fog Mother finally defeated, Kouji carries Kana to a peaceful place, while Berry watches from a distance, knowing the danger has passed but the memory of the ordeal lingers.
