Gillepsie's Sheriff term ends, and his foes back ambitious businessman Kerry Madigan to run against him, enlisting Forbes and the press to smear Gillepsie. Police suspect Madigan’s employee Frank Cole of murdering a pregnant woman. When detectives request a warrant to test Cole’s blood for DNA tied to the baby, a judge loyal to Madigan denies it.
