Inspector Gurudev Hoysala, Dhananjay, is transferred to Athani, Belagavi, where his superiors task him with locating SI Bhargav, who has been investigating the sand mafia. In a bid to manipulate outcomes, Hoysala orchestrates an inter-caste marriage between Bhoomi, Mayuri Nataraj, and Ravi, Aniruddh Bhat, under the belief that the couple are orphans deeply in love. The plan rapidly spirals when Hoysala discovers Bhoomi is the daughter of the powerful landlord Daada, changing the stakes of his investigation. As he trails Ravi and Bhoomi, Ravi’s friend Macche reveals a troubling truth: Ravi never truly loved Bhoomi, but used her as a pawn to exact revenge against Daada for insulting their community.

Daada’s henchman Bali, Naveen Shankar, learns of this from ASI Sampath, Achyuth Kumar, and tracks Ravi down to a cattle fair. A tense chase follows, with Ravi managing to escape when Hoysala fights Bali in the moment, a confrontation that marks Ravi and Bhoomi as targets of the ongoing conflict. Hoysala eventually locates them; Ravi confesses that his initial aim was to aid Bhargav by gathering evidence of Daada’s involvement in the sand mafia, but he abandons his feud after recognizing Bhoomi’s love for him. Bali makes another attempt on Ravi’s life, but Hoysala defeats Bali and brings him into custody. The city’s commissioner, Prakash, Rajesh Nataranga, arranges safe transport for Ravi and Bhoomi back to their hometown, signaling a fragile respite amid mounting tensions.

Behind the scenes, Hoysala uncovers a deeper conspiracy: Bali was behind Bhargav’s death after harming his friend Nana, Daada’s son. The police recover Bhargav’s body and give him a proper funeral, while the investigation takes a brutal turn as Ravi dies and Bhoomi survives, discovering she is pregnant with Ravi’s child. Daada and Nana learn of Bhoomi’s pregnancy and plot to crush Ravi and Bhoomi, sending Nana to assault the police station where Bhoomi is held. A reformed Sampath tips Hoysala to the danger, and he arrives just in time to confront Nana in an encounter that ends Nana’s threat.

Enraged by these events, Daada pulls Bali out of prison to unleash a fresh wave of pressure on law enforcement. Bali targets officers loyal to Hoysala, prompting a dramatic police strike that leaves the city vulnerable and the public clamoring for justice for Ravi. An arrest warrant against Daada is issued, but Prakash is killed before the court can act, and Daada is released. Refusing to back down, Hoysala crafts a bold plan to strike at the heart of the throne of power: he engineers communal unrest outside the court premises, ultimately killing Daada and knocking out Bali in a climactic sequence that delivers a measure of justice for Ravi’s death. In the aftermath, the police team faces suspension for their handling of the riots and the property damage that followed, ending the pursuit with a sobering note about the costs of vengeance.
