Kashi Nath is a kind-hearted wrestler and the dutiful adopted son of Shambu Nath, living in Banaras. [Shambu Nath], a respected former freedom fighter awarded with the Tamra Patra, is an honorable and well-regarded man in town. Kashi, along with Shiv Nath, travels to Mumbai for medical treatment for Shambu and stays with his elder brother. There, Kashi meets Gauri in the colony and begins to feel something more than friendship for her.
The colony is ruled by a ruthless gangster, Katya, and his six brothers, who terrorize the residents. Before Kashi arrives, a resident named Sachdev tried to stir revolt against Katya, but he is ruthlessly killed, driving Malti, Sachdev’s widow, to madness. Katya and his brothers quickly make enemies of Kashi when he defeats their goons who were roughing up Malti.
Shambu is later diagnosed with terminal throat cancer and has only a few days to live. When Kashi refuses to join Katya’s gang, Katya humiliates Shambu before the entire colony by making him bark like a dog. After a chain of dramatic events, Shiv Nath is run over to death by Jeena, one of Katya’s brothers. In retaliation, Antya, another brother, is killed by Kashi, and Kashi is arrested. Meanwhile, Shambu passes away.
When Kashi tries to disperse his father’s ashes at the Ghat with the police, Katya’s brothers and goons attack the police van. Kashi eliminates them all, including Katya’s three brothers, and reaches Katya’s home. There he kills Jeena, leaving only two brothers alive, including Katya; however, Kashi is captured in the process.
As Katya had Shambu bark like a dog, he tries to force Kashi to behave like an ox in front of the colony to reassert his dominance. Gauri stands up, inspiring the crowd to join the defiance. Kashi frees himself from the shackles and defeats Katya in a brutal confrontation. Katya’s entire gang is torn apart by the anger of the residents. Bhiku, the sixth and last surviving brother, is killed by the mob. For retribution, Kashi makes Katya bark like a dog just like Shambu, and then kills him in front of the crowd, but loses control as he continues beating Katya’s corpse. His nephew later brings Shambu’s ashes from cremation, which brings him back to his senses. The ending is bittersweet: Kashi loses everyone he loved, but the colony finally gains its freedom.
