Ram Nandan clears the UPSC with distinction and is assigned as District Magistrate in Visakhapatnam, Andhra Pradesh. On his way to take charge, he is ambushed by a gang led by his former college rival, known as “Sand” Simha, who runs illegal sand mining under the protection of Minister Mopidevi. Mopidevi is the son of Chief Minister Sathyamoorthy and the younger brother of Home Minister Bobbili Munimanikyam, a powerful figure who dreams of the chief minister’s chair but fears his elder brother’s seniority.
Once in office, Ram begins a campaign against the region’s criminals. He summons the district’s wrongdoers to a meeting and pleads for an end to their illegal activities. When they mock him, he acts decisively: raiding their bases, revealing adulterated rice at a local rice trading facility, sealing the factory, and demolishing a mall built illegally on stolen land. His resolve marks a turning point, showing a willingness to confront corruption head-on.
The film’s arc includes a long retrospective on Ram’s past: he once pursued an MBBS degree but carried a fierce temper sharpened by a sense of injustice. His partner, Deepika, disapproved of his violent tendencies and encouraged him to pursue civil service through the UPSC, even advising against joining the Indian Police Service because of his temperament. He misses the IAS cutoff by six marks and ends up as an IPS officer, which contributes to Deepika leaving him. Undeterred, Ram reappears for the exam, earns a place among the IAS, and sets out to find Deepika once more.
Years apart fade when Ram finally locates Deepika living in an old-age home, and the couple rekindles their relationship. The political landscape shifts dramatically during a rally for the CM’s party, when a mentally challenged elderly resident, Parvathy, interrupts the event and begins exposing Sathyamoorthy’s past crimes. Shocked by the revelations, Sathyamoorthy suffers a fatal heart attack, but not before forgiving Parvathy. Mopidevi’s attempt to strike Parvathy leads Ram to intercede, and he publicly humiliates Mopidevi by slapping him in front of a crowd, triggering a major political scandal.
Anger and opportunism drive Mopidevi to murder his father and seize the throne as the next Chief Minister. Ram is suspended for attacking Mopidevi and is later arrested on charges that are widely regarded as manufactured, just before his wedding to Deepika. At Sathyamoorthy’s funeral, the media broadcasts his final endorsement of Ram as the next Chief Minister, sparking public support for Ram across the state.
In a dramatic turn, Sabha—a veteran political figure—tells Ram that he is the biological son of Appanna, the original founder of the Abhyudhyam Party. Appanna’s earlier crusade against corruption, alongside his wife Parvathy, had put them at odds with Sathyamoorthy and his ally Mukundha. The betrayals led to Appanna’s murder and to Parvathy’s mental unraveling; Ram was separated from her as a child. Sathyamoorthy killed Mukundha and raised Mopidevi and Munimanikyam as his own sons, concealing the truth behind a web of power and loyalty.
Armed with this revelation, Ram reunites with his biological mother and readies himself to assume the Chief Ministership. However, Mopidevi blocks his path by refusing to withdraw the charge against him, leaving Ram ineligible. Ram steps down and is suspended under the Goonda Act, while Mopidevi ascends as CM but faces mounting resistance from IAS officers nationwide who demand Ram’s reinstatement. Ram is subsequently appointed as Election Commission Officer, and the state prepares for elections in two months, restricting Mopidevi’s ability to push through policy changes.
To discredit Ram, Mopidevi appeals to the Election Commission, claiming Ram is the biological son of Appanna and Parvathy and accusing him of bias. Ram firmly denies the allegations, emphasizing that his adoptive parents are his true family and that fair elections matter more than personal identity. Parvathy is brought in to confirm, but she claims Ram as her son, a testimony Ram rejects by citing her fragile mental state. Heartbreakingly, Parvathy later learns about DNA testing and, overwhelmed by the implications, sacrifices herself by leaping into a vat of sulfuric acid, a blow that scars Ram deeply.
The elections proceed amid attempts by Mopidevi and allies to tamper with voting machines. Ram stays focused and ensures the machines reach the counting center unharmed, preserving the integrity of the process. In the end credits, the revived Praja Abhyudhyam Party, led by Sabha and inspired by Appanna’s original ideals, wins by a landslide, and Ram is elected the new Chief Minister of Andhra Pradesh.
