Jesse, a sixteen-year-old dedicated to orcas conservation, works as a research assistant aboard the ship Noah. He is accompanied by his longstanding friend Randolph (August Schellenberg), who promises Glen and Annie to keep Jesse out of trouble during their voyage. The ship, called Botany Bay, is engaged in the illegal hunting of whales, an activity that Jesse becomes suspicious of early on. During this journey, the ten-year-old Max Wesley (Vincent Berry) makes his first trip to sea with his father, John. As a seasoned whaler and part of a long lineage, John exposes Max to the grim reality of their family tradition, which involves selling whale meat secretly to an underground Japanese market.

While on a hunting expedition, Max accidentally falls overboard and encounters a whale named Willy. Jesse and Randolph discover a spear lodged in Willy’s fin, which raises their suspicion that Willy, along with his pregnant mate Nicky and their pod, are being unlawfully targeted by the whalers on the Botany Bay. The hunters are disguising their illegal activity as commercial fishing. Jesse reports this to the Noah’s captain, Captain Drake (Matthew Walker), but he is reluctant to act without concrete proof. Jesse then befriends Max after learning about his love for whales and introduces him to Willy, emphasizing the importance of protecting these intelligent creatures.

That night, while Randolph distracts John Wesley (Patrick Kilpatrick), the Noah crew devises a plan. Jesse sneaks aboard the Botany Bay to steal one of the spears used in whale hunting. He also uncovers their plan to pursue Willy, Nicky, and their pod once again — aiming to hunt them down using a song Jesse plays on his harmonica as a lure. Aware that delaying might be fatal for the whales, Jesse, Randolph, and researcher Drew Halbert (Annie Corley) steal the Noah and set out after the hunters to protect Willy and his family.

John, furious when he realizes Jesse has gone rogue, attempts to retrieve his son, but his efforts come too late. Max, determined to help, jumps into the water, forcing the Botany Bay’s crew to stop their pursuit to rescue him. This gives Jesse, Randolph, and Drew the opportunity to catch up. Their attempt to intimidate the hunters using flare guns and the ship’s PA system proves ineffective; thus, Jesse rams the Noah into the Botany Bay, causing chaos on board. During the clash, John fires a harpoon, which misses Willy due to the collision. John ends up trapped under a net and nearly drowns, but Willy surfaces to save him, pushing him to the surface after a tense moment. Jesse and Randolph manage to rescue John amid the chaos.

Just as things seem dire, the Coastal Marine Patrol arrives, having been alerted by Jesse via radio, and successfully catches the illegal whalers in the act. The hunters are arrested, and their illegal activities are brought to an end. This harrowing experience leads to a change of heart for John, who recognizes the wrongs of his ways and rekindles his relationship with Max, forgiving him for his defiance.
