In law‑less Congotanga, a West African state with no extradition treaty and run by foreign gangsters under Carl Rittner, a European flight arrives carrying Louise Whitman, who has fled a French murder charge, and Mannering, who hires hitman O’Connell to eliminate her. By twist of fate Louise, O’Connell and idealistic surveyor David Carr find themselves alone in the jungle, pursuing Carr’s mission to chart Congotanga’s true border – a project Rittner is eager to control.
