Goro Yabuike, Koji Yakusho is a seasoned hostage negotiator who finds himself at the center of a dangerous situation when an MP is held at gunpoint and a chilling demand—“Restore the Rules of the World”—echoes through the room. When he has a clear chance to shoot the hostage-taker, he hesitates, and the captor murders the MP before the police can act. The aftermath leaves Yabuike suspended from duty, a blow that sends him away from the urban chaos and into a murky forest where an enigmatic dispute awaits.

In that forest, a small community argues over a singular, seemingly ordinary tree named Charisma that stands in a sunlit clearing. The stakes are strange and high: Mitsuko Jinbo, Jun Fubuki, argues that the plant is toxic and must be poisoned so the forest can be restored to its previous state. Across from her, Naoto Kiriyama, Hiroyuki Ikeuchi, a former sanatorium patient, believes the tree should be protected at all costs, even if it costs the lives of others in the forest. Other military figures want to seize the tree for a private collector. Into this feud steps Yabuike, who unexpectedly becomes the pivotal figure who appears to be able to steer what happens next.

The conflict escalates when the militia steals the tree, Kiriyama recovers it with Yabuike’s assistance, and Jinbo retaliates by burning it. Yet the flames give way to the emergence of a new, larger tree that may be a successor to Charisma, hinting at deeper, unseen forces at work. This sequence forces Yabuike to confront two stark choices: should he save the lone tree or safeguard the entire forest? He arrives at a nuanced understanding that the distinction is artificial: life and death are interwoven, and every tree holds its own significance while no single tree defines the whole. In this view, some will live, some will die, some will be saved, and some will be lost, in a larger pattern that defies simple answers.

As tensions peak, the militia chief seizes Jinbo as a hostage, and Yabuike acts without hesitation, delivering a decisive shot that avoids killing. The story closes with him returning to the city to seek treatment for the wounded militia members, while the horizon reveals the city engulfed in flames, a stark reminder of the costs of the choices made in the forest and on the edge of civilization.
