Casper and the Ghostly Trio cross paths after a drive-in scare spree, when the trio is confronted by the young friendly ghost and Officer Snivel, who bluntly tells him that his yearly scare quota is running low. In a tense moment, the trio nab Snivel’s whistle and blow it to summon Kibosh, the crafty King of Ghosts, who makes a blunt demand: Casper must intentionally scare one person every year, and merely being seen by humans isn’t enough to count. If Casper falters, he and his fellow phantoms could be banished to The Dark. To force Casper’s hand, Kibosh confiscates the trio’s haunting licenses and hurls them into Kriss, Massachusetts—a town steeped in Christmas cheer and, as the trio clearly detest, the holiday itself.

The move lands Casper in a place where he begins to show genuine warmth, even forming an unlikely friendship with Holly Jollimore, the daughter of the Jollimore family, which earns him wary curiosity from the locals. As Casper’s newfound kindness softens some hearts, the Ghostly Trio decide to double down on their schemes. They enlist Casper’s lookalike cousin, Spooky, and bring along his partner Poil to pose as Casper, hoping to outwit Kibosh with a convincing double.

With the odds stacked against a simple fright, the trio hatch a bigger plan: a full-blown scaring spree that would steal every Christmas present in Kriss and wheel the gifts into the Jollimores’ house. Their goal is to lure the townspeople into a dramatic trap—building a holiday heist that would end in spectacular booby traps and a final, terrifying flourish before they could be banished to the Dark. Casper, joined by Spooky and Poil, counters by staging a scare against the trio using a makeshift Kibosh made from the Jollimores’ colossal Santa statue, framing it as a harmless Christmas display.

Casper then calls the real Kibosh to witness that Casper has indeed frightened the trio, fulfilling his ghostly obligation, but Snivel tips Kibosh off about the booby traps, violating the no-scaring rule.
