Brash detective Butch Saunders is reassigned from his usual role in the robbery division to the bureau of missing persons, a change that leaves him uncertain about his future in the police force. His new superior, Captain Webb, is wary of whether Butch will adapt to his new environment or quickly be shown the door. To help him settle in, Captain Webb assigns Joe Musik to guide Butch around the bureau. Over time, but with some initial reluctance, Butch manages to earn Webb’s respect and trust, gradually proving his worth.
The cases handled by their bureau are varied and often complex. They include a jealous husband cheating on his wife, a gifted child who longs for a simple, normal life away from the spotlight, an elderly bachelor whose housekeeper mysteriously disappears, and a distressed old lady whose daughter has run away. Throughout all this, Hank Slade is deeply involved in a particular case—searching for a missing wife—only to later uncover that she has been working undercover at the bureau all along, unnoticed by everyone including him.
One of the main storylines revolves around Norma Roberts. She comes to the bureau seeking help in locating her missing Chicago-based investment banker husband, Therme Roberts. Butch, showing his interest in her, openly makes it clear that he finds her attractive, despite the fact that both are married. Norma, however, keeps her distance, remaining guarded. As the investigation unfolds, Butch learns from Captain Webb that the woman he’s been looking for is actually Norma Williams. The man she claims is her husband is revealed to be someone she was on trial for murdering—a man she escaped from before.
Things take a shocking turn when Butch goes to arrest Norma at her apartment. He finds her hiding in a closet, desperately asking him to dismiss the other police officers so she can explain herself. But when Butch returns alone, Norma has mysteriously vanished. Her disappearance is later shrouded in tragedy when she fakes her own drowning and stages a funeral with a borrowed corpse. However, she reappears later, seeking Butch’s help, and confesses that she’s been working undercover all along.
Norma reveals that, as Therme Roberts’ personal secretary, she uncovered his secret—the existence of a mentally challenged, idiotic twin brother, whom he went to great lengths to hide. Norma believes Therme murdered his brother out of fear of financial ruin from embezzlement charges and then vanished, making it appear as though he had been murdered himself. Norma attends the staged funeral, hoping Therme Roberts—who she suspects will show up—will return. She is able to identify a man she claims is Roberts, prompting Butch and her to chase him to his apartment. Butch instructs Norma to stay outside for her safety while he goes inside to apprehend the suspect.
Upon returning, Butch finds Norma has disappeared again, and the man—who denies being Roberts—is taken to the police station. There, to Butch’s relief, Norma returns, having gone for help. Captain Webb later tricks Roberts into revealing his true identity: he is, in fact, Therme Roberts. During this confusion, the detective discovers that Norma’s scheming wife, Belle Howard Saunders, has never divorced her first husband. The first husband later appears at the bureau, seeking her. This revelation clears the way for Butch and Norma to be together, as the misunderstandings and deceptions dissolve, allowing love to finally flourish amidst the chaos.
