David Billa is a Sri Lankan refugee who lands in a tense refugee camp in Rameswaram and quickly befriends Ranjith. The camp is plagued by a corrupt police inspector, Raghubir Sinha, whose intimidation drives Billa to fight back when he tries to detain one of his friends. The clash ends with Billa being tortured in a police cell, and his vow to make Raghubir suffer becomes personal and burning.
Seeking safety and a sense of family, the young man travels to Chennai to visit his widowed sister, the camp’s rumor byword of a past that keeps her distant. He is met with cold rejection, a reminder that his Lanka past casts a long shadow over his present.
A few days later, Billa and Ranjith are hired to transport fish from Rameswaram to Chennai. It’s a trap crafted by Raghubir: the truck is hidden with diamonds, and a police interception is staged to snare them. Billa senses the ploy and takes decisive action, killing the cops in a high-stakes reversal. Despite Ranjith’s urging to flee with the diamonds, Billa drives on toward the destination, where they encounter hotel owner Selvaraj. Mustafa bai arrives moments later with the news that Billa has escaped with the diamonds. Selvaraj recognizes the loyalty and cunning in Billa, and he blindsides his associate Bhai before offering the two men a place in his illicit empire.
Days pass, and Billa’s trajectory grows darker as he murders Raghubir Sinha in a brothel and dispatches an arrogant immigration officer who had insulted him earlier. The violence marks a turning point: Billa’s ascent into Goa’s criminal underworld begins in earnest.
Months later, a Goan crime lord, Kotiswara Rao, visits Selvaraj with a request to help move heroin. Selvaraj refuses, and Billa volunteers to handle the deal. A brutal encounter with a local thug leads to a ruthless kill count, and Billa takes the heroin and money to Abbasi in Panaji, who runs the biggest drug cartel in Goa. Abbasi, in turn, is entangled with the notorious Russian arms dealer, Dimitri.
When Billa and Ranjith retrieve Dimtri’s arms shipment held by the Indian coast guard, Billa earns Dimitri’s attention and a seat at the table. Climbing within Abbasi’s organization, Billa learns of his elder sister’s death and brings his niece, Jasmine, into his life, showering her with a big house, servants, and enrollment in medical college, signaling a personal stake beyond profit.
Billa and Kotiswara Rao travel to Russia to meet Dimitri, whose vast empire spans arms and influence. In Dimitri’s mansion, Billa meets a corrupted interpol officer, Jagdish, and is awed by the mafia’s international reach. A larger deal is struck with Dimitri, unbeknownst to Abbasi. Dimitri’s trusted ally Bobby, who accompanies them, is killed by Dimitri after being exposed as an undercover interpol spy, and the betrayal deepens the rift between Billa and Abbasi. Abbasi makes his displeasure known, and the two sides drift toward an unavoidable clash. With Ram as an ally, Billa hatches a plan to push into the drug business during the carnival. The carnival becomes a brutal proving ground: Ram betrays Billa, but the hero survives the onslaught and turns the tables, killing Abbasi’s men—along with Ram—and emerging as Goa’s most formidable gangster. A dangerous romance blossoms with Sameera, Abbasi’s girlfriend, complicating loyalties.
Dimitri arrives in Goa and destabilizes the balance, pressing for a fresh deal and attempting to unseat Billa with help from Kotiswara Rao, Satish, and Praveen Kumar. They orchestrate a sensational attack—an attempt to execute the Chief Minister Mohan Kanth—but the blame lands squarely on Billa. Ranjith stages a daring intervention, threatening the judge and his family, allowing Billa to slip free. Jasmine is rescued from Koti’s men as Billa asks Sameera to guide Jasmine to safety. Yet Sameera’s loyalties shift again when she betrays him, tipping off the minister’s son, who captures Billa and Jasmine. In a brutal confrontation, Jasmine is killed in front of Billa, who exacts a merciless revenge on his captors.
Across the globe, in Russia, Dimitri convenes with African warlords and keeps Koti close as a witness. Dimitri is stunned to learn that Billa has struck a decisive blow, destroying Dimitri’s factory from a distance and watching the delivery train go off course. Infuriated, Dimitri blinds Koti for failing to kill Billa and sets out to finish him personally. Billa, Ranjith, and their team destroy the arms factory, and Dimitri hits the chase, pursuing the delivery train on a helicopter of his own. In a final, climactic sequence, Billa waits on his helicopter and throws Dimitri to the void, ending the threat in a dramatic, high-stakes showdown.
