Officer Dennis Meechum, Brian Dennehy, survives a brutal 1972 theft at a police evidence storage unit in which gunmen wearing Richard Nixon Halloween masks kill several officers. He is left seriously wounded after a confrontation that ends with Meechum stabbing one of the robbers. Years later, Meechum has become a celebrated author and decorated detective, yet his personal life is marked by loss: he is a widowed father who raises his daughter, Holly, as he wrestles with writer’s block while chasing the next big case and the next big story.

On a routine dockside pursuit in Los Angeles, a suspect bolts, prompting Meechum to pursue him at speed. A man named Cleve, James Woods, dives into the chase and soon reveals himself as something far more complex than a typical vigilante. The suspect ducks into an overhead crane, aiming to shoot Meechum, but Cleve intervenes and kills the attacker, only to vanish without a trace. The encounter leaves Meechum unsettled and curious, while Cleve begins to pull him toward a dangerous truth.
